Hans F. Zacher

Hans Friedrich Zacher (born June 22, 1928 in Erlach am Inn , Lower Bavaria , † February 18, 2015 in Starnberg ) was a German legal scholar . He was a full professor of public law, in particular German and Bavarian constitutional and administrative law, at the Ludwig Maximilians University in Munich and director of the Max Planck Institute for Foreign and International Social Law . From 1990 to 1996 he was President of the Max Planck Society . Zacher played a key role in founding social law as a scientific subject in Germany.

Life

Hans Friedrich Zacher was born the son of a primary school teacher. After studying law in Bamberg, Erlangen and Munich, Hans F. Zacher passed the state law examinations in 1951 and 1955, while he was already doing his doctorate in 1952. His doctoral supervisor was constitutional and administrative lawyer Hans Nawiasky . From 1955 to 1963 he worked in the Bavarian internal administration and at courts (Bavarian Administrative Court, Federal Constitutional Court). In 1962 he completed his habilitation and was appointed full professor for constitutional, administrative and canon law at the University of Saarland, where he taught from 1963 to 1971. In 1971 he followed the call of the law faculty of the University of Munich and taught public law there. In 1996 he retired.

From 1975 to 1980 he was also head of the Max Planck project group for international and comparative social law; from 1980 to 1992 director of the resulting Max Planck Institute for Foreign and International Social Law .

From 1990 to 1996 he was President of the Max Planck Society . As director emeritus of the institute, he was an honorary member of the Senate of the Max Planck Society. Since 1997 he has been a member of the Board of Governors of the Weizmann Institute of Science in Rehovot, Israel.

Zacher was co-founder and later honorary chairman of the German Social Rights Association . In 1981 he was elected a full member of the Philosophical-Historical Class of the Bavarian Academy of Sciences . He was also a member of the Pontifical Academy of Social Sciences in Rome since 1994 and of the Academia Europaea since 1990 .

Hans F. Zacher presented numerous publications in the field of German, comparative, European and international social law, as well as on social policy, constitutional law, business law, research law and research policy as well as on the state and the church. He was active in policy advice (Social Security Code Commission, Old Age Insurance Commission), and since 1967 scientific advisory board at the Federal Ministry of Economics, also advising social institutions (including board member of the German Association for Public and Private Welfare) and also in other European and international ones Organizations (including founding member of the European Institute for Social Security, member of the International Advisory Board of the International Council on Social Welfare).
