The place name Harber is made up of the syllables Hart and ber , which means something like wooded mountain .

In 1936, about one kilometer east of Harber, a Reich Labor Camp was set up for the construction of the Autobahn 7 . After the end of the Second World War , it was converted into a refugee camp. Some of the refugees eventually settled in Harber and Tiegen. The first industrial park in Harbers was later built on the site of the warehouse.

Until the 1960s there was a water mill on the mill pond . The name Mühlenteich and the street names Moider Mühlenweg and Dittmerner Mühlenweg still refer to it today. The heath poet Hermann Löns describes the area in his publication Die Heidmark with the words: "This little spot near the Harberer Mühle is one of those wonders of which the Heidmark is so rich."

There was a village school on Wietzendorfer Straße until 1974, to which the students from Moide and Oeningen also came. From 1946 acting pioneer Erich Colberg was a teacher there. He died in Harber in 1966.

On March 1, 1974, Harber was incorporated into the city of Soltau. In several phases, numerous new housing estates were built between Harber and Tiegen, the last and largest in 1985, which quickly increased the population.

The community was dominated by agriculture until the 20th century, today there are only two full-time farms. In Harber there is a truck stop with an adjacent industrial park, in which the Harry-Brot company has been producing since 2008 .

A factory outlet center was planned in Harber since 1996 . After years of legal battle, the Lower Saxony Ministry of Agriculture announced in February 2009 that the FOC could be built. The Harber site thus prevailed against its competitors Bispingen and Bad Fallingbostel . Construction began in 2010, at the end of August 2012 the Designer Outlet Soltau opened with a total area of 13,500 m² directly on the motorway.

Until the end of the 1980s there was still a train station in Harber on the Lüneburg-Soltau and Uelzen-Langwedel railway lines , but in the last few years before the demolition, only the historic anteater railcar stopped there . Between 1998 and 2001 there was a road trailer shuttle service from Soltau-Harber to Verona in Italy , on which 'alli-Frischdienst' was driven several times a week for the company formerly based in Soltau. The “Harber” stop is now only used as an alternative connection point.
