Herbert Fuchs (born June 11, 1898 in Dresden ; † March 6, 1994 in Kiel ) was a German lawyer, politician ( CDU ) and member of the state parliament .

Life

Fuchs began his school career first in Dresden, continued it in Dessau and finally attended the Knight Academy in Brandenburg Cathedral , where he passed the Abitur in June 1916 . He then took part in the First World War, most recently as a lieutenant and deputy battalion adjutant. From 1919 he studied law and political science in Berlin and Königsberg , where he passed the first state examination in 1921. He was promoted to Dr. jur. doctorate with a dissertation on the German-Chinese peace treaty of May 20, 1921.

After completing his studies, he was first a court trainee from 1921, then a government trainee. In 1924 he became a government assessor in Berlin and from 1925 to 1926 he was a government assessor and deputy district administrator in Bad Kreuznach . From November 1926 he was head of the building police department and then head of the municipal supervision department in Arnsberg . In July 1930 he was appointed to the government council. From August 1932 he was deputy district administrator in Altena and from November 1932 he definitely took over this post.

After the National Socialists came to power , he was seconded to the Prussian Ministry of the Interior in May 1933 to the municipal department, where he was appointed Ministerialrat in July of that year. Finance and economics fell within his area of ​​responsibility. From November 1938 to March 1939 he acted as a substitute for the official business of the District President in Düsseldorf. Afterwards, he was called back to the Reich Ministry of the Interior and was responsible for "handling urgent business in the field of financial equalization". In April 1939 he was appointed ministerial director and until the end of the Second World War headed the subdivision of communal financial equalization and communal economic affairs in the communal department of the ministry.

After the end of the war he was a consultant and appraiser for state and municipal offices in Lower Saxony (drafting the Financial Equalization Act) and North Rhine-Westphalia (drafting the regional association regulations ) until 1948 . From June 1948 he was city treasurer in Kiel and from June 1950 at the same time full-time mayor. At the beginning of 1951, Fuchs became a member of the CDU, where he was a member of the district committee in Kiel and a member of the board of the CDU's local political association. He was also deputy chairman of the finance committee of the German Association of Cities , Chairman of the Finance Committee of the Schleswig-Holstein Association of Cities, was a member of various supervisory and administrative boards and held other functions.

From 1958 to 1962, Fuchs sat in the Schleswig-Holstein state parliament , directly elected in the Kiel-Nord constituency . He was a member of the Home and Finance Committee. He resigned from the CDU in Kiel in 1966 due to anger over the party's personnel policy. From 1963 he was general agent of the shipowner Karl Grammerstorf in Kiel .
