Jürgen Buessow (* 1. April 1946 in Bad Godesberg ) is a German educator and SPD - politician and was from 1995 to 2010 President of the Government of the administrative district of Dusseldorf .

Life

Jürgen Büssow was born on April 1, 1946 in the Bad Godesberg district of Bonn . After completing an apprenticeship, he passed his journeyman's examination as an orthopedic mechanic in 1963 . After the educational maturity examination in 1968, Büssow began studying social work and educational sciences, which he successfully completed in 1974 as a social worker and graduate teacher. During his studies he was committed to the Socialist University Association . From 1975 to 1977 he worked as a director of studies in an institute for adult education. From 1977 to 1981 he worked as a consultant at the Hans Böckler Foundation . On November 24, 1995, Johannes Rau appointed him president of the Düsseldorf administrative district. In 2005 he was appointed to the honorary office of the President of the Federal Association of German Registrars e. V. (BDS) based in Bad Salzschlirf (Hesse).

Political party

In 1964 Büssow joined the SPD - currently he is a member of the Düsseldorf-Oberbilk local association . From 1984 to 1995 Büssow was a member of the media commission of the party executive boards of the SPD at federal and state level, since 1984 member of the broadcasting council of the WDR (until 1995). From 1991 to 1995 he held the office of chairman of the SPD Düsseldorf and was a member of the SPD state executive committee for North Rhine-Westphalia from 1994 to 1998. In 1989, 1994 and 1999 he was a delegate to the 9th, 10th and 11th Federal Assemblies .

He was a member of the state parliament of North Rhine-Westphalia from May 28, 1975 to November 24, 1995. Controversy over theater closings

In 2010, Jürgen Büssow received heavy criticism because he praised the Wuppertal city council for the plans and the courage to close the Wuppertal theater and also called on the emergency budget communities in the administrative district to cooperate with the cultural institutes beyond the city limits in order to preserve the core cultural offerings. As an example, he cited the longstanding collaboration between the “Oper am Rhein” between Düsseldorf and Duisburg. This was followed by controversies with well-known cultural workers, u. a. with Christoph Schlingensief . At a rally for the preservation of the theater, the actress Mechthild Großmann attacked him sharply and criticized his role as district president.

CO pipeline

As district president, Jürgen Büssow was responsible for the approval and construction supervision of the controversial CO pipeline .

Blocking orders

In 2002, Büssow caused a stir when he issued a blocking order calling on several Internet providers based in NRW to block certain foreign pages on the World Wide Web that convey right-wing extremist and National Socialist content. In doing so, he relied on the State Treaty on Media Services . The measure was sharply criticized by many civil rights activists, in particular organizations such as ODEM , the Chaos Computer Club , the FoeBuD or FITUG . Groups from the Antifa environment were also critical of the filter measures. The blocking orders are legally, politically, socially and economically very controversial even among party friends. For example, Jörg Tauss , the then representative for new media in the SPD parliamentary group, condemned Büssow's actions with unusual severity. The position of the authority prevailed at the administrative courts of North Rhine-Westphalia and the OVG Münster (Az .: 8 B 2567/02) in an urgent procedure. The objecting provider did not clarify the main proceedings. Büssow u. a. from the Association of Democratic Jurists (VDJ) and Federal President Johannes Rau. In the case of tippen4you.com , the district government suffered a defeat in an urgent procedure before the Düsseldorf Administrative Court (file number 27 L 1336/08). The court found the authority's “expropriation” to be illegal. This clearly exceeded their competencies.

Critics fear that an extensive Internet filter architecture should be built that could hide any foreign content in Germany. We're talking about up to several thousand websites. This would undermine the constitutionally guaranteed freedom of recipients .

Critics also complained that the filters developed by Bocatel GmbH on behalf of Büssow would establish permanent state telecommunication monitoring of all modern telecommunications, which would practically completely disregard telecommunications secrecy according to Art. 10 GG for all modern communication. In the context of the dispute over the blocking orders, Büssow had the leading critic Alvarjoy reported by a subordinate to the public prosecutor's office for quoting a few lines from his blocking order as alleged incitement of the people. Joy was acquitted of this accusation by the Higher Regional Court Stuttgart in 2006. There was also the suspicion that other critics were unlawfully reported to security authorities as alleged political extremists in a similar way simply for expressing well-founded constitutional criticism.
