Hans Hermann von Berlepsch
Hans Hermann Freiherr von Berlepsch (born March 30, 1843 in Dresden , † June 2, 1926 in Seebach ) was a German administrative lawyer , politician and social reformer in the Kingdom of Prussia .
Life
As the youngest son of August Adolph Freiherr von Berlepsch , Berlepsch studied law at the Georg-August-Universität Göttingen . In 1862 he became a member of the Corps Saxonia Göttingen . In 1872 he became district administrator in the Katowice district . From May 8, 1877 to July 16, 1880 he was the real. Go Council and Minister of State in Schwarzburg-Sondershausen . In 1881 he was appointed government vice-president in the Koblenz administrative region , and in 1884 he moved to the Düsseldorf administrative region as regional president . In 1884 he was appointed to the Prussian State Council. In October 1889, von Berlepsch was appointed President of the Rhine Province . In this role he came into close contact with representatives of the labor movement as a negotiator during a miners' strike. He treated their representatives with respect. On January 31, 1890, Berlepsch took over the Prussian Ministry of Trade and Industry because of his extensive knowledge of East-West trade ; in this capacity he supported Leo von Caprivi's trade policy.
In the course of the industrialization of the German Empire, he campaigned for the interests of the working class early on: for example, he headed the Berlin International Workers Protection Conference in March 1890 and in 1891 formulated the amendment to the trade regulations that was later adopted . Berlepsch was of the opinion that workers should be given the opportunity to participate independently in state and social life, in contrast to the "welfare model" of the bismarck-style welfare state. This should remove the basis of the radical and anarchist currents. In June 1896 he resigned from his ministerial office because of fierce opposition to far-reaching socio-political reforms (" Stumm era "), but continued to campaign for the workers. Von Berlepsch helped found the International Association for Legal Workers Protection and became chairman of the Society for Social Reform .
