Hans Otto Bäumer

Hans Otto Bäumer (born December 26, 1926 in Velbert ; † November 24, 1998 in Düsseldorf ) was a German trade unionist and politician ( SPD ).

Life and work

After attending school in 1943, Bäumer was initially drafted as an air force helper. He then took part in the Second World War as a soldier and was last captured, from which he was released in summer 1945. After graduating from high school in 1948, he studied law and economics at the Julius Maximilians University of Würzburg until 1952 .

Bäumer joined ÖTV today ver.di in 1953 and in the same year began a legal career as a litigator for the German Trade Union Confederation . Initially active at the local labor and social court, in 1955 he moved to the state labor court in Düsseldorf and in 1959 became head of the labor law and labor administration department of the DGB for the district of North Rhine-Westphalia . From 1959 to 1962 he worked as a judge at the regional labor court in Düsseldorf and from 1962 to 1967 as a judge at the federal labor court in Kassel . At the end of the 1970s he was a member of the WDR Broadcasting Council .

Political party

Bäumer joined the SPD in 1956 . From 1960 to 1969 he was chairman of the SPD sub-district of Düsseldorf- Mettmann , from 1966 to 1968 initially deputy chairman and from 1968 to 1982 then chairman of the SPD district of Niederrhein . In his function as district chairman, he was also a member of the Social Democratic Party Council.

MP

Bäumer was a council member of the city ​​of Velbert from 1956 to 1967 and from 1975 to 1979 . From 1965 to 1967 and from 1977 to 1979 he was a member of the association assembly of the Rhineland Regional Council. He was a member of the North Rhine-Westphalian state parliament from 1962 until his resignation on April 7, 1967 and from 1975 to 1985. Here he was deputy chairman of the SPD parliamentary group in 1978/79.

Public offices

Bäumer was mayor of Velbert from 1961 to 1967. In addition, from 1961 to 1967 he was a member of the board of directors of the North Rhine-Westphalian Association of Cities, of which he was chairman in 1967. From 1967 to 1975 he was the district president of the Düsseldorf district government . During this time he was the last district president to live in the palace known as the “Presidential Palace” on the south side of the government building .

After Diether Deneke's resignation , Bäumer was appointed Minister for Food, Agriculture and Forestry on May 4, 1979 in the government of the State of North Rhine-Westphalia led by Prime Minister Johannes Rau . Differences with the Prime Minister regarding the coal priority policy and the environmental policy finally led to his resignation in June 1983.
