John Biffen
William John Biffen, Baron Biffen PC (* 3. November 1930 in Combwich , Somerset , England ; † 14. August 2007 in Shrewsbury , Shropshire , England) was a British politician of the Conservative Party .
biography
After visiting Dr. Morgan's School in Bridgwater , he studied at Jesus College at the University of Cambridge . He then began his professional career and was from 1953 to 1960 when the company Tube Investments, Ltd. active.
On 8 November 1961, he was at a by-election ( by-election for the first time) for the Conservative Party deputy to the lower house ( House of Commons elected) and represented there first until 1983 the constituency Oswestry and then from 1983 to 1997 the constituency of Shropshire North .
After the Tories won the general election on May 3, 1979 , Prime Minister Margaret Thatcher appointed him Chief Secretary to the Treasury . After a government reshuffle, he was then Minister of Commerce between 1981 and 1982 before becoming Lord President of the Council . He was most recently 1983-1987 Lord Privy Seal ( Lord Privy Seal ) of the Thatcher government and at the same time from 1982 to 1987 leader of the conservative majority party in the House ( Leader of the House of Commons ). However, these offices he lost because of his criticism of the planned by Prime Minister Thatcher poll tax ( Poll Tax ).
After retiring from the House, he was in 1997 as a life peer with the title Baron Biffen , of Tanat in the Shropshire the nobility raised and belonged from 1997 until his death in the upper house ( House of Lords ) to.
Baron Biffen was also a member of the Mont Pelerin Society , an association of neoliberal intellectuals founded in 1947 , whose goal is the defense and promotion of freedom , the rule of law , private property and competition .
He has also authored several books on political subjects such as Nation in Doubt (1976) and Political Office or Politic Power: Six Speeches on National and International Affairs (1977). In 1989 his political memoir was published under the title Inside Westminster: Behind the Scenes at the House of Commons .
