Josef Schlarmann (born October 30, 1939 in Lohne , Lower Saxony ) is a German politician ( CDU ). From 2005 to 2013, Schlarmann was federal chairman of the CDU's SME and Business Association .

Life

education and profession

Josef Schlarmann holds a doctorate in law and has also obtained a diploma in economics in a second degree . Schlarmann has been a member of the Catholic student association KDSt.V. Falkenstein Freiburg. In 1971 he received his doctorate on the state-political topic “Cooperation between State and Business”. In 1972 he started his own business as a lawyer . After further qualifications as a tax consultant and auditor , he founded the Schlarmann von Geyso law firm with other partners . Around 120 partners and employees work at the Veritaskai site in Hamburg (as of January 2012); Other partners and employees work in the 'Hamburg Alster' office. At the beginning of 2013, Josef Schlarmann and his son Joachim and Hartwig Ahlberg left the firm and founded a new law firm under Schlarmann & Ahlberg. Schlarmann von Geyso keeps her name even after she left.

Party career

Schlarmann has been a member of the CDU since 1982. From 2001 to 2009 he was state chairman of the Mittelstands- und Wirtschaftsvereinigung (MIT) of the CDU in Lower Saxony and has been honorary chairman since then. From 2003 to 2005 he was deputy federal chairman of MIT of the CDU / CSU. Since November 2005 Schlarmann was its federal chairman. In October 2011 he was elected federal chairman of the MIT of the CDU / CSU for the fourth time with 97.3 percent of all votes. Qua office he was also a member of the federal board of the CDU . In 2013 he decided not to run again; his successor was Carsten Linnemann .

In 2003 Schlarmann was a member of the "future team" of the then Prime Minister Christian Wulff for the state elections in Lower Saxony in 2003 . Until his retirement in 2005, he was a member of the district council of the Harburg district in Lower Saxony for several years .

Schlarmann is a member of several supervisory boards of medium-sized companies.

Political positions

Economic policy

In April 2008, Schlarmann criticized in particular the economic policy of the then federal government, which was no longer based on the reform promises from the Union program with which it was drawn into the election campaign for the 2005 federal election . He accused Chancellor Angela Merkel of having left the reform departments to the SPD in the grand coalition ( Merkel I cabinet ) and having "slipped to the left". Schlarmann also criticized her leadership style. There have been massive attempts to intimidate him because of his critical stance. In 2009 Schlarmann approved economic stimulus packages in the CDU federal executive committee , which he condemned publicly shortly afterwards.

Energy policy

Schlarmann expressed himself repeatedly negative to the energy turnaround decided by the Bundestag . He advocates a swift and complete abolition of feed-in tariffs and priority feed-in of electricity from renewable energies , as set out in the Renewable Energy Sources Act , and he also rejects any targets for a certain share of green electricity in electricity generation. These requirements were “the first great fall from grace” of the energy transition, and they were also incapacitating citizens. He had previously advocated equal treatment of all forms of energy, including nuclear energy . He criticized the term extension decided by the black and yellow government ( Merkel II cabinet ) six months before the nuclear disaster in Fukushima as inadequate.Instead, he had demanded before the decision that nuclear power plants should run for as long as they were safe. He also called for the construction of new nuclear power plants not to be ruled out in principle.

Greek crisis 2010

In February 2010, shortly after the debate about Greece's national debt began in the fall of 2009, Schlarmann told Bild-Zeitung that a bankrupt would have to cash everything he had in order to service his creditors. Greece owns buildings, companies and uninhabited islands that could be used to repay debt.

This brought Schlarmann international attention: news broadcasts from FOX and CNBC reported (with a fictional island auction being staged). Referring to Schlarmann, Le Figaro wrote that the Germans dreamed of acquiring Greek islands; and AFP reported in a short message Insel-Bazaar against state bankruptcy . The then Greek Prime Minister Giorgos Papandreou said at a press conference after a visit to Germany that selling the islands was not up for discussion.

Criticism of Chancellor Merkel

Josef Schlarmann has been one of the sharpest critics of CDU chairwoman Angela Merkel for years . In 2008 he stated in an interview with the news magazine Der Spiegel that after previous criticism there had been massive attempts on his part to intimidate him with very unfriendly phone calls.

In the Leipziger Volkszeitung on August 15, 2012, he doubted that Merkel could win the 2013 elections: He said, “There is no longer any fundamental debate because everything in Ms. Merkel's CDU is offered as without alternative. It's like in the cafeteria, which only offers one dish a day. If you don't like that, you stay outside. ”Hard issues like energy or Europe are no longer dealt with in principle in the Union.

Schlarmann told the Süddeutsche Zeitung that there was a centralized system in the CDU and that Angela Merkel's course was being imposed on the party . Those who do not go will be "sorted out". That is why it is "impossible for any successor in the Merkel system to get up". Anyone who tried to prepare for federal politics at the state level had left. "Except for those who deliberately stay out of federal politics, like David McAllister in Lower Saxony or Volker Bouffier in Hesse ." The last survivor is Horst Seehofer , but he is essentially limited to the Bavarian Free State . In the CDU it is "like the court of the Tsars", Merkel also has her stripes . He also stated that power in the CDU today does not lie in the Adenauer House or in the party conferences, but solely in the Chancellery . All ministers are directly dependent on the Chancellor, and only those who follow Merkel's line can make a career. The Strelitzen Merkels are primarily three men: “Chancellery Minister Ronald Pofalla has the task of bringing the ministries into line. Volker Kauder has to keep the parliamentary group on course. And Secretary General Hermann Gröhe has to enforce the government course in the CDU. ”This means that Merkel let the party run empty in terms of content and personnel. Merkel has "no fixed course, but only drives on sight". This applies not only to the course in the euro rescue and the energy transition . Goals would be "exchanged depending on practicality". In economic policy there is therefore "an erosion of everything that the CDU once stood for". In social policy, “guardianship thinking prevailed, this paternalistic thinking can be seen particularly well in Ursula von der Leyen ”.

Schlarmann also expressed himself critically elsewhere about the break between the CDU leadership and the FDP , which, in his view, took place at the turn of the year 2009/2010, not least because of pressure from the CDU's social wing.
Schlarmann explained that the CDU leadership, led by Merkel, decided that the FDP would no longer be let down in this coalition government. Since then, the FDP has been allowed to run. Since then, the goal of the CDU leadership has been to
remove the alleged loan votes from the FDP . "Anyone who knows bourgeois voters knows, however, that they cannot simply be pushed back and forth." All state elections since then are "more or less grandly lost". Two large federal states, Baden-Württemberg and North Rhine-Westphalia , are now firmly in opposition hands. Schlarmann stated that Merkel's policy could be “optimized, but not her power system”. He sees significant shortcomings, but there is currently no personnel alternative to Angela Merkel and the small group she advises.

After these statements by Schlarmann, Wolfgang von Stetten demanded his resignation ("Anyone who railed so unqualifiedly about the globally recognized Chancellor, disqualified himself"); Schlarmann has become intolerable as chairman of the SME association.
