Josefa Schmid

Josefa Schmid (born January 12, 1974 in Viechtach ) is a civil servant at the Federal Office for Migration and Refugees (BAMF). From May 2008 to April 2020 she was the honorary first mayor of Kollnburg . She has been a district councilor in the Regen district without interruption since 2002 .

education and study

After completing secondary school, Schmid first did an apprenticeship at the tax office in Viechtach and then acquired the technical college entrance qualification on the second educational path. She then completed an administrative training in the Regener Landratsamt and then worked as a police inspector at the Central Fine Office in Viechtach. She studied law and political science at the University of Passau and completed her studies with the first state examination, after which she worked at the University of Passau for some time as a research assistant and then for about 2 years as a legal trainee. In addition, Schmid has a degree in administration, a degree in finance and a specialist journalist as well as a qualification as a business mediator.

Worked at the Federal Office for Migration and Refugees

Josefa Schmid has been a full-time civil servant ( government councilor ) at the Federal Office for Migration and Refugees (BAMF) since 2016 , after having previously only worked as mayor on an honorary basis for a long time. From June 2016 to the beginning of January 2017, she acted as a representative in the BAMF branch in Deggendorf . She then moved to the staff of the new Federal Government Commissioner for Refugee Management Frank-Jürgen Weise (BFM), who had previously been President of the BAMF. There she developed integrated refugee models and optimized interface analyzes of the various actors (federal, state and local authorities) in refugee management at locations in five federal states.

On January 1, 2018, she was seconded to the BAMF office in Bremen as a consultant . There she was supposed to replace the previous head of department Ulrike Bremermann if she was absent; this had been suspended since May 2017 because of the irregularities that occurred there in the illegal recognition of numerous asylum seekers. Schmid reported to the Federal Ministry of the Interior in April 2018 that at least 3332 asylum applications had been processed illegally in Bremen. She gave the BAMF headquarters joint responsibility for the alleged illegal machinations of her predecessor Ulrike B. and other people. She expressed the suspicion that the headquarters could be involved in the case because it had not responded to information from employees for years.

Schmid's secondment to Bremen was terminated on May 8, 2018. She had to return to the Deggendorf branch. BAMF insiders spoke of a punishment transfer because of too clear and critical words against the management of the BAMF. The BAMF President Jutta Cordt described the termination of the secondment as "completely normal"; from the outset it was only a temporary secondment. For the Frankfurter Allgemeine Zeitung , the question arose whether Schmid's disclosure of the events in the BAMF was also about the Bavarian election campaign. Schmid's attempt to revise the transfer to the Bremen Administrative Court by means of an urgent application failed on May 9, 2018, although the staff council was not involved. Since no serious and unreasonable disadvantages threatened, the withdrawal of the delegation remained. Schmid lodged a complaint with the Higher Administrative Court of Bremen , which was, however, dismissed beyond dispute on June 27, 2018. On July 22, 2018, it became known that Schmid had filed a complaint against the decision of the Bremen Higher Administrative Court through her lawyer at the Federal Constitutional Court.

Political career

Schmid joined the CSU in 1995 and has been its secretary in the Regen district since 1997 . From 1999 she was deputy district chairwoman of the Junge Union for six years . Since 2002 Schmid has also been a district councilor and vhs association councilor.

In 2008 she ran for the mayoral election in Kollnburg despite CSU membership for the free voters and won with 55.22 percent of the vote. Thanks to their use, the day care “Löwenzahn” came to Kirchaitnach.

On November 13, 2011 Josefa Schmid competed against Michael Adam , Helmut Plenk, Heinrich Schmidt and Franz Xaver Eckl in the election for Regener District Administrator . For this she founded her own group of voters called “Aufbruch Regen”. Schmid, who already knows the Regener Landratsamt from her training days, was threatened with expulsion from the party. In the district election on November 13, 2011, it reached 8.95%.

After the disputes with the CSU, she resigned in 2012 and joined the FDP . She ran for this in the state elections in Bavaria in 2013 , in which the FDP, however, failed because of the five percent hurdle .

In the local elections in 2014 she prevailed again as mayor candidate of the FDP and the list “Women for Kollnburg” against a CSU candidate with 51.97% and was elected to the district council for the third time.

In the state elections in Bavaria in 2018 , she ran again for the FDP in the Straubing constituency , but missed the entry into the state parliament.

In the runoff to the local elections in Bavaria 2020, Schmid lost 44.9 percent on March 29, 2020 to her challenger Herbert Preuss (FW), who received 55.1 percent of the vote.

Others

Josefa Schmid appeared as the “singing mayor” in a dirndl . She published her cover version of Rainhard Fendrich's song "Weus'd a Herz hast wie a Bergwerk" on the Internet. After the music publisher responsible for the song contacted her, she agreed with him to remove the reference to her mayor's office in the opening credits. Schmid had obtained legal information before publication and had come to the conclusion that it was a legal gray area and not campaign advertising. The consent of the rights holder would be required for campaign advertising.

In 2006 Schmid had himself photographed in a bikini in a disco in Passau for a casting for Penthouse magazine. According to her own statement, she once wanted to answer “with female weapons” that it was still not easy for women in the “men's business of politics”. The response to the photos was also positive. Again, said Schmid after her line-up for the district election, there would be no such recordings.

In the German movie A Very Hot Number from 2011 she had an extra role and in 2012 a small role in the TV crime comedy " Mord in the best company - The death of sin ".

On December 7, 2011 she received the Helene Weber Prize 2011 for excellent local politics from Federal Minister Kristina Schröder in Berlin .

Since April 2019 Schmid has been chairwoman of the Frauenbund district association for the districts of Deggendorf and Regen.

In August 2019, she caused a sensation nationwide when, while looking for a family doctor for her community, she placed an advertisement stating that she was unmarried.
