Joseph Blank (politician)

Joseph Blank (born February 12, 1913 in Elz ; † June 14, 1994 in Düsseldorf ) was a German administrative officer and politician ( CDU ).

Life and work

Joseph Blank was born the son of a carpenter and the brother of the later Federal Minister Theodor Blank . After graduating from high school in 1933, he began studying philosophy, which he completed in 1936 with the Philosophikum. He then attended an administration school and worked as an administrative clerk for various Westphalian authorities. He took part in World War II as a soldier since 1939 , was promoted to lieutenant in the reserve and was captured by the United States in 1943. In the last years of the war he studied law and the humanities at the camp college of prisoner -of- war prisoner Camp Trinidad / USA .

After being released from captivity in 1946, Blank returned to Germany and, after passing the administrative examination, returned to the administrative service. In addition, he exercised a teaching position. From February 1964 to 1976 he was a member of the board or director of the housing development agency of the state of North Rhine-Westphalia .

politics

Blank joined the CDU in 1946. From 1947 to 1949 he was district manager of the CDU Lüdenscheid from 1950 to 1958 regional manager of the CDU Westphalia-Lippe. In the state elections in 1954 , he was elected via a direct mandate to the North Rhine-Westphalian state parliament, to which he belonged until he left on December 29, 1958.

In December 1958, Blank was appointed State Secretary in the Ministry of Reconstruction of the State of North Rhine-Westphalia in the state government led by Prime Minister Franz Meyers . On May 1, 1961, the Ministry of Reconstruction was renamed the Ministry of State Planning, Housing and Public Works. On July 26, 1962, Blank took over the management of the ministry. For health reasons he resigned on June 24, 1963 and was replaced in his office by Joseph Paul Franken .
