The Corps polity Caribisch Nederland (KPCN) is the joint police department of the three politically to the Netherlands belonging BES Islands (special municipalities) Bonaire , Sint Eustatius and Saba in the Caribbean .

history

The Netherlands including the BES Islands

On October 10, 2010 ("10-10-10") the state structure of the Netherlands Antilles was dissolved. As a result, the independent countries of the Kingdom of the Netherlands, Curaçao and Sint Maarten, came into being . The islands of Bonaire, Sint Eustatius and Saba were integrated into the Netherlands as special parishes . As a result, the previous police authority of the Netherlands Antilles (KPNA) ​​was dissolved. In the new federal states of Curaçao and Sint Maarten, a separate state police authority was established. A joint police authority was created for the special municipalities of Bonaire, Sint Eustatius and Saba, initially under the name Korps Politie Bonaire, Sint Eustatius en Saba , and from January 1, 2011 then Korps Politie Caribisch Nederland . For the KPCN, the Dutch Police Act (Politiewet) does not apply , but the law for the police in the former Netherlands Antilles (Rijkswet politie van Curaçao, van Sint Maarten en van Bonaire, Sint Eustatius en Saba) .

Authority structure

The headquarters of the authority is in Kralendijk on Bonaire. The head of the authority is called the corps chief . This position has been held by Jose Rosales since January 12, 2017.

The authority is organized into four departments.

  • Basispolitiezorg (BPZ)
  • Intake, Informatie en Operele Ondersteuning (IIOO)
  • Opsporing (OPS)
  • Bedrijfsvoering (BV)

The authority is geographically divided into three areas.

  • Bonaire
  • St. Eustatius
  • Saba

On Sint Eustatius and Saba there are only branches of the BPZ department , unless a special situation requires the establishment of a special commission . The tasks of the IIOO and OPS departments on these islands are usually carried out by the officials of the BPZ department.

The officials of the KPCN are subject to the Gezaghebber (comparable to the mayor of a municipality in the European Netherlands) of the respective island with regard to their duties to maintain public safety and order, and to the Procureur-generaal for Curaçao, Sint Maarten and the BES- Islands.

The official language of the authority is Dutch on all three islands , Papiamentu on Bonaire and English on Sint Eustatius and Saba .

The motto is "Waakzaam en dienstbaar, daadkrachtig en professioneel" ("Mindful and ready to serve, energetic and professional").

Basispolitiezorg

The BPZ department is responsible for patrol duty and the district service (Wijkagenten). There is no permanent establishment of a service for special situations . If necessary, this is compiled from officials from the BPZ , IIOS and OPS departments .

The BPZ department operates three police stations on Bonaire (in Kralendijk / Playa , in Rincon and in Amboina), one on Sint Eustatius (in Oranjestad ) and two on Saba (in The Bottom and in Windwardside ).

The KPCN is not responsible for security at Flamingo International Airport (Bonaire), FD Roosevelt Airport (Sint Eustatius) and Juancho E. Yrausquin Airport (Saba). By law, these tasks are incumbent on the Koninklijke Marechaussee (KMar), but on Saba they are performed by members of the local administration.

Intake, Informatie en Operele Ondersteuning

The IIOO department is responsible for recording reports, providing information relevant to the police and IT support for the BPZ and OPS departments in their operations and investigations. It operates a joint control center for police emergency calls , fire brigade and rescue services for all three BES islands .

Opsporing

The OPS department is responsible for criminal investigations . It is divided into the areas of simple, frequent crime (e.g. burglary , theft , robbery ) and serious crime (e.g. cross- border crime and organized crime ).

Bedrijfsvoering

The BV department is the internal administrative department of the authority. She is responsible for the personnel and funds management as well as the public relations of the authority. Extensive areas of the department have been outsourced to the Rijksdienst Caribisch Nederland (RCN).

Ranks and uniform

The ranks are similar to those of the National Politics of the Netherlands, but differ in details. They are based on the ranks of the Corps Politie Nederlandse Antillen (KPNA) , which was dissolved on October 10, 2010 .

The rank badges do not correspond to those of the national politics either, but are based on those of the KPNA. The Buitengewoon opsporingsambtenaar does not wear any rank badges at the KPCN. The uniform differs significantly from that of the national politics. The KPCN officials continue to wear the uniform of the former KPNA (white shirt, dark blue trousers). An attempt to wear the Nationale Politie functional uniform has been underway since January 2017.

The KPCN has a target strength of 164.3 full-time equivalents (FTEs), of which 12.8 FTEs are outsourced to the RCN. Of the remaining 151.5 FTEs, 143 FTEs are occupied, of which 18 FTEs are not with civilian police officers, but with members of the Koninklijke Marechaussee (KMar) and 2 further FTEs are supported by other external support. In total, only 123 of 164.3 FTEs are filled as planned. (Status: 2014)

In the case of extensive or complex investigative proceedings, officials from the National Politics department are often flown in from the European Netherlands.

In addition to the KMar and National Politics, the KPCN also works with the police authorities of Aruba (KPA), Curaçao (KPC) and Sint Maarten (KPSM) as well as with the Kustwacht Caribisch Gebied (KWCARIB) to compensate for the shortage of personnel.

The KPCN has police cars of different models (mostly off -road ) and bicycles. Boats and aircraft, including personnel, are provided by KMar or KWCARIB in the event of a need . As in the European Netherlands, the KPCN's vehicles are white with striking blue and red stripes (“BZK-striping”). Bicycles are only used on Bonaire.

The authority came under criticism several times in reports evaluating the new state structure and the corresponding consequences for the administration and the population of the special communities as well as in the local press. In particular, it was criticized that it had not yet been possible to combine modern European police work and Caribbean culture in a results-oriented manner. Among other things, a lack of communication and a “culture of fear” within the authority were reported. The visible presence of the police increased after October 10, 2010, but then decreased significantly. The European-Dutch police chief, who took up her post on July 1, 2013, decided even before the 2015 reports were officially announced "for personal reasons" not to continue her post. As of March 1, 2016, the post of police chief was vacant, the function was performed by the deputy police chief Jose Rosales. He was appointed corps chief on January 12, 2017. For the first time, the KPCN has a head of authority who does not come from the European but from the Caribbean part of the Netherlands.
