Lelaufe ( Lela Ufe , Lele Ufe , Lela-Ufe ) is an East Timorese Suco in the Nitibe administrative office ( Oe-Cusse Ambeno Special Administrative Region ).

Before the 2015 regional reform, Lelaufe had an area of ​​50.42 km². Now there are 53.32 km². The boundaries shifted only slightly. The Suco lies to the east of the Nitibe administrative office. In the southeast is the Suco Banafi , in the northwest Usitaco . To the northeast is the Pante Macassar administration office with its sucos Taiboco and Cunha . In the southwest, Lelaufe borders on the neighboring state of Indonesia . The border is formed by the Kusi River (later Noel Besi ). The rivers Bao , Matin and Upun , which together form the Biaklele , a tributary of the Tono , have their source in Lelaufe .

The overland road from Nitibe to Passabe runs through the north of Sucos. The places Taknebo , Kiubokif ( Kiubukif , Quibukif ), Queno , Isu , Netensuan , Oelpab ( Oelfab ), Kuanisi , Sonafjak , Aijauana , Bebo and Senaf are located on it . South of the rivers runs a small street with several side streets where the places Nefolete , Mahata , Numatambing , Kuba , Maenu , Netembintemo ( Netenbitemu ) and Cuatenes ( Kuatenes ) run. There are primary schools in Kiubokif ( Escola Primaria Kiubokif ), Bebo and Mahata ( Escola Primaria Mahata ). Despite the country road, the 2007 parliamentary elections in East Timor had to take the ballot boxes to and from the polling stations in Kiubokif and Mahata by helicopter.

In the Suco are the four Aldeias Bebo , Cuatenes , Haoufe ( Hau Ufe ) and Mahata .

The Suco has 3754 inhabitants (2015), of which 1853 are men and 1901 women. The population density is 70.4 inhabitants / km². There are 797 households in the Suco. Almost 100% of the residents name Baikeno as their mother tongue. Only a small minority speaks Tetum Prasa .

During the unrest surrounding the independence referendum in East Timor in 1999 , several houses in Lelaufe were burned down by the pro-Indonesian militia Sakunar and cattle were stolen. Two supporters of the CNRT were murdered. The population was blackmailed into paying protection money. Some residents fled to West Timor, Indonesia . The then Chefe de Suco was later accused of being involved in the forced recruitment of residents for the Sakunar.

The village was divided into opponents and supporters of the independence of East Timor. After independence was achieved , a process of reconciliation between the groups was started through negotiations carried out by the CAVR's reception, truth and reconciliation commission . It was one of the greatest Nahe biti (literally: rolling out a mat ), a conflict resolution process based on a traditional ritual. 31 members of the Sakunar had returned from Indonesia and requested reconciliation. The trial took place behind the church next to the Uma Lulik , the traditional, holy house. Over a thousand people from all over Oe-Cusse Ambeno gathered in festive clothes and a traditional dance group performed. Initially, tais were spread out as a symbolic bridge between the perpetrators and victims sitting on bast mats. After a prayer, the CAVR regional commissioner Arnold Sunny read out the confessions of the perpetrators, who then individually confessed to their crimes in front of the meeting. The chairmen then asked who gave the order in order to better understand the connections. During the breaks, dances and a song of reconciliation composed for the day were performed. Two buffalo were slaughtered for lunch. Traditionally women were not included in the Nahe biti , which the CAVR tried to change. There was also a woman among the presiding body who actively put the role of women on the agenda. Finally, the teacher Fernanda Malfada reported on her time as treasurer of a local militia, where she was responsible for paying salaries. After fleeing to the Indonesian part of West Timor, the Malfadas family finally returned to their home village, where they faced numerous hostilities. The victims also had their say in detail before the community had the opportunity to ask questions. It turned out that one of the confessors was involved in two murders, his case was separated according to the rules of the CAVR and forwarded to the attorney general for examination . The other perpetrators were reconciled and reintegrated into the community. Three affected families of victims, whose houses had been burned down, received tais, silver coins, tobacco and local schnapps as symbolic compensation and accepted the reconciliation. Other victims rejected a purely symbolic compensation of pearls and tais because cattle had been stolen from them. After negotiating the compensation, the reconciliation was sealed with a traditional ceremony.

In the elections of 2004/2005 was José Poto elected Chefe de Suco and in 2009 re-elected.
