Werner von Bergen married Isabel Maria De Las Mercedes Alcala, who was born in Venezuela. Therefore, from December 1871 to 1874 he was transferred as consul of Wilhelm I (German Empire) to Rama V, King of Siam , and from 1874 to 1876 he was consul general in Saigon .

From 1945 Vietnam divided into North Vietnam with the capital Hanoi and South Vietnam with the capital Saigon. In 1954 the Republic of Vietnam (RVN) was founded. The government of the Federal Republic of Germany established an embassy in Saigon on June 12, 1957 , which was converted into an embassy on April 25, 1960 .

The embassy was at 217 Võ Tánh Street (now 217 Nguyễn Trãi), a main street that also housed the Government of the Republic of Vietnam (GVN), which operated a National Police Interrogation Center (NPIC).
