Maciej Władysław Nowicki ([ ˈmatɕɛj vwaˈdɨswaf nɔˈvʲitskʲi ], born September 28, 1941 in Warsaw ) is a Polish politician and ecologist. From November 16, 2007 to December 8, 2009, the non-party Nowicki was Polish Minister for Environmental Protection in Donald Tusk's cabinet .

Life

Nowicki graduated from the Faculty of Engineering of the Warsaw University of Technology ( Politechnika Warszawska ) in 1964 . From 1964 to 1970 he worked at the Polska Akademia Nauk ( Polish Academy of Sciences ). Nowicki then worked as a lecturer at the Technical University of Warsaw until 1986. There he received his doctorate in 1972 and four years later he completed his habilitation with a thesis on the protection of the atmosphere at the University of Warsaw . He has been allowed to bear the title of professor since 1992.

In 1991 Nowicki became Minister for Environmental Protection, Natural Resources and Forests under Lech Wałęsa , the previous year he was Vice Minister for the Environment. In 1992 he left his ministerial post and became chairman of EkoFundusz , a foundation that finances environmental protection measures from Poland's foreign debts. In 1994 he became Vice Chairman of the UN Commission for Ecological Development, and in 1997 he was advisor to the Secretary General of the OECD.

In 1996 he was the first foreign laureate to receive the environmental award of the Federal Environment Foundation for his life's work. With the prize money of 250,000 euros, he set up the Nowicki Foundation , which enables talented Polish graduates in the field of environmental protection to stay in Germany on a scholarship. 160 grants were awarded from 1996 to 2007.

In August 2007 he gave up the chairmanship of EkoFundusz and on November 16, 2007 he was appointed Minister for Environmental Protection.

On December 8, 2009, one day after the opening of the UN Climate Change Conference in Copenhagen , which he attended, he submitted his resignation as Environment Minister. It is speculated that it came out of a dispute over the use of funds from the sale of emissions trading . Maciej Nowicki wanted to use her, his deputy Stanisław Gawłowski and Donald Tusk for environmental protection. He was succeeded in February 2010 by Andrzej Kraszewski .

Nowicki is married and has two children.

Awards

In 1996 he received the environmental award from the Federal Environment Foundation . He was also awarded the Order of Polonia Restituta and the Golden Cross of Merit of the Republic of Poland .
