He was followed by the Hanna Suchocka cabinet, supported by seven parties. On May 28, Hanna Suchocka lost a vote of no confidence. President Wałęsa rejected the Cabinet's resignation; it was in office until October 1993.

On March 6, 1995, Pawlak was replaced as prime minister, mainly at the instigation of the president: Wałęsa had repeatedly accused the government of not pushing economic reforms energetically enough, and most recently threatened to dissolve the Sejm if the government did not resign. Pawlak still belonged to the Sejm as a member of the PSL and was PSL chairman again until 1997 and from 2005.

After the parliamentary elections on October 9, 2011 , the PO and PSL continued their governing coalition; Pawlak was Deputy Prime Minister and Minister of Economics in the Tusk II cabinet .

On November 17, 2012, Pawlak was voted out of office as party leader; Janusz Piechociński was elected as the new chairman. Pawlak announced his resignation from the cabinet on November 19 and was dismissed from it by Prime Minister Tusk on the same day.
