action

The superhero All Might was invited to visit the artificial island I-Island , where researchers study the quirks - superpowers that 80 percent of the world's population have. He decides to take Midoriya Izuku, one of his students at the UA superhero academy and his successor as the holder of the Quirk One for All , with him to this island. He reminds Midoriya not to tell professor David Shield, a longtime friend of All Might, about the secret of their shared superpower. On arrival on I-Island, the two are finally met by David's daughter Melissa, who studies at the science academy so that she can later also become a researcher.

After meeting his friend David, All Might gets tired and transforms into his weaker form. During the ongoing tests it becomes clear that All Might's forces are almost exhausted. Meanwhile, Melissa leads the budding hero Midoriya across the island, where she soon meets his classmate Momo Yaoyoruzu, who was also invited to the island and took Ochako Uraraka and Jirō Kyōka as guests. Later, the students Iida, Todoroki, Bakugō and Kirishima meet other classmates of Midoriyas at the hero academy who were invited by Bakugō. They also meet Mineta and Kaminari who work as waitresses on I-Island. After an eventful day, Melissa invites Mineta and Kaminari to a party to which everyone else is already invited.

Before the party, Melissa tells Midoriya that she doesn't have a superpower, like him - without knowing that he got his superpowers from All Might. She realizes that his powers are very similar to All Mights and hands him gloves that she has developed , which enable him to use his superpowers with full strength without getting injured.

Meanwhile, Wolfram, a mysterious super villain who has previously reached the island in an unknown way, takes control of the island's security system and threatens to kill all of I-Island's residents. He holds all the heroes on the island, including All Might, and takes David Shield and his assistant Sam hostage to break into the vault of the island. Midoriya and his friends, as well as the heroes at the party, decide to storm the 200th floor of the building they are currently in to regain control of the island's security system. At the same time, Bakugō and Kirishima get lost on their way to the party and wander aimlessly through the building, unaware that a villain has tampered with the island's security.

When the students of the UA Academy reach the 80th floor of the building, the plan is exposed and Wolfram sends his accomplices to thwart it. While the budding heroes hide in a large green room in order to be able to flee from two of the villains, the unsuspecting Bakugō and Kirishima meet the two villains and are involved in a fight. After Todoroki has helped the other students to escape to the next floor, he rushes Bakugō and Kirishima to help. Mineta uses his superpower to climb a wall and lower a ladder that the students use to reach the next higher floors. Wolfram's accomplices send an army of guard robots to stop the two groups of students, who, however, have no chance against Kaminari's superpower. While Iida, Yaoyoruzu and Kyōka fight against more guard robots, Midoriya, Uraraka and Melissa set out to reach the top floor of the building.

When trying to reach the top floor, where Ochako uses her levitation forces to bring Melissa and Midoriya closer to the security room, more robots threaten to attack the three before Todoroki, Bakugō and Kirishima rush to help and attack their opponents together with Ochako . Once on the top floor, Midoriya and Melissa see David and Sam trying to break into the safe in order to steal back their greatest invention, a headset that is able to maximize the strength of the wearer. The best researchers on the island thought this invention was too dangerous and locked it together with the scientific documents in the safe so that they could not fall into the wrong hands. It turns out that the two have planned the sequence of events in advance and hired actors to fake a robbery, as David believes it is necessary for All Might to keep his superpower for the safety of the world.

Wolfrom then appears, who inhibits Midoriya's powers, and reveals himself to be a real super villain. Sam betrays David and then gives Wolfram the invention and reveals his complicity because he is out for fame and power. Shortly after Sam handed over the invention to Wolfram, he shoots Sam. David jumps into the line of fire and stops more bullets from hitting Sam, saving Sam's life. Before Wolfram is able to kill Melissa, Midoriya regains control of his power and challenges Wolfram to a fight. He uses his ability to control metal and fled to the roof of the building with David hostage. Midoriya pursues the villain onto the roof, but fails to stop the helicopter Wolfram is trying to escape with from take off and falls into the depths. Melissa manages to take control of the security system, frees the trapped heroes and kills the robots. All Might rushes to the roof of the building and prevents the helicopter from taking off.

In his last attempt to escape, Wolfram activates the invention and gets stronger and stronger, so that All Might's strength is soon surpassed, and creates a huge body made of metal parts in which he takes David prisoner. Wolfram, who has now far surpassed All Might's strength, announces his membership in All For Ones Super Villain League. He gave Wolfram several quirks and helped bring David out of favor in order to demoralize All Might. Shortly afterwards, the students of the superhero academy appear on the roof. Midoriya helps All Might fight Wolfram. Together they strike for a final blow that is able to defeat Wolfram and free David. As the sun rises , All Might and his friend David reflect that Midoriya and Melissa will be the next generation of superheroes and how safe the world will be when All Might's powers are depleted.

During the credits, All Might can be seen enjoying a barbecue with the class A-1 students . Melissa visits her father in the hospital , which is monitored by the police .
