The main regions are the action areas of Lower Austrian regional and spatial planning . They summarize areas that have common features (geographic location, similar economic structure, resource endowment) or similar problems. The main task is to articulate the concerns of these regions, to formulate key topics that are important for development and to initiate suitable lead projects. There is a regional management .

It is organized in the regional association noe-mitte , the association of the municipalities and municipal associations of these municipalities, the Leader regions and other regionally important representatives.

The association was founded in September 2001, the main region of Lower Lower Austria was created in 2002 by resolution of the state parliament. Since 2015, the association's operational work has been transferred to the newly created NÖ.Regional.GmbH of the state, in which the regional association holds 6%, with the Lower Austrian Village and Urban Renewal Association of all municipalities as a partner.

The seat of the regional association is at the NÖ.Regional.GmbH in St. Pölten (main regional office and management).
