Olbiil Era Kelulau ( English Palau National Congress ) is the parliament in the bicameral system of Palau . The name means “House of Discussed Decisions” in the local language. On October 7, 2006 , this moved from Koror to the new capital Ngerulmud .


The new government building of Palau was built on a hill near the village. The Capitol complex includes the actual parliament building as well as buildings for the executive and judicial branches .



The Senate is the upper house of the Palau Congress. It has 13 members who complete a four-year legislative period. There are no political parties.

House of Representatives

The House of Delegates is the lower house of Palau and part of the Congress. It is a chief council and has 16 members from the administrative states. They complete a four-year legislative period and are determined by direct election in constituencies. There are no national elections for this. The last elections took place in 2012, in which no political parties took part, only independent candidates.
