American Samoa Fono is the parliament of American Samoa ("Fono") and the territory's legislative assembly. It consists of two chambers, the Senate (Upper House) and the House of Representatives (Lower House). The parliament meets in Fagatogo , near the main town Pago Pago . It is the only bicameral system in the USA, or rather its territories, in which only non-party representatives are represented.

The parliament is located on the Maota Fono complex, a building based on traditional Samoan architecture. It bears a strong resemblance to the building complex of the Parliament of Samoa ( Fono (Samoa) ). Its two wings are home to the governor's offices and a plenary hall for the Senate and the House of Representatives.
It is the second parliament building in the territory and opened in 1973. The first parliament met on the premises of the US Navy . However, it was destroyed by a fire in 1970 and after its renovation it is home to the National Bank of Vanuatu .
House of Representatives
The House of Representatives is the lower house of the Fono and consists of 21 MPs, 20 of whom are regular constituencies and one from the Swains Islands who is elected by the people in a public assembly . The legislature of a member of parliament is two years.

The American Samoa Senate is the upper house of the Fono. The Senate, like the House of Representatives, is an independent assembly. It is made up of 18 senators who serve a four-year term. The members are chosen by the heads of the islands. This procedure is unique in the USA.
