The Senate of West Virginia ( West Virginia State Senate ) is the upper house of the West Virginia Legislature , the Legislature of the State of West Virginia .

The Chamber of Parliament consists of 34 senators, two of whom each represent an electoral district. The senators are each elected for four-year terms. In addition, these terms of office are staggered so that half of the senators are re-elected every two years. The Senate boardroom, along with the House of Representatives, is located in the West Virginia State Capitol in the capital Charleston .

District system

The district system of West Virginia is unique in the United States . The most populous county , Kanawha County , is divided into two separate districts. In practice this means that two members of parliament are elected there every two years. The remaining 54 counties in West Virginia are divided among the remaining fifteen districts, regardless of county boundaries. The special thing about this system is that no district may have more than one senator from the same county, the population does not play a role. That means z. For example, that one of the two senators must be from the 5th district in Cabell County and the other in the small part of Wayne County that is part of the 5th district, even if Cabell County has more residents than the part of Wayne County in 5th district has. Furthermore, both senators can be elected by anyone within the district; they don't have to be citizens of the county where the senator lives.

President of the Senate

The President of the Senate is currently Governor Earl Ray Tomblin . He moved to the top of the state in November 2010 after his predecessor Joe Manchin was elected to the US Senate ; Tomblin had previously assumed the post of lieutenant governor as President of the Senate ex officio . In January 2011 an amendment was made to the rules of procedure of the Senate, according to which the office of acting president would be created. The respective owner follows the Senate President if he is promoted to acting governor. The office of President of the Senate was specifically anchored in the West Virginia Code to regulate the succession of the governor.

In the absence of the Senate President, the respective President presides over the plenary sessions pro tempore . This is elected by the majority parliamentary group in the Senate and later confirmed by the Chamber. The Republican Bill Cole became the first Acting President and the Republican Donna Boley was President pro tempore .
