Paul Treibe (born April 26, 1876 in Allenburg , Kr. Wehlau , East Prussia ; † December 31, 1956 in Berlin-Zehlendorf ) was a German administrative lawyer and ministerial official .

Life

Drift came from the Allenburg rectory and attended the Königliche Wilhelms-Gymnasium Königsberg . From the winter semester of 1895/96 he studied law , political science and economics at the Albertus University in Königsberg , where he became a member of the Corps Masovia . He passed the trainee examination in 1898 and the assessor examination in 1904. In 1906 he moved to the internal administration of the Kingdom of Prussia as a government assessor . In 1905 Treibe began his service with the Prussian State Railroad in Berlin. Then he came to Bromberg and Essen , where he became a member of the government in 1911 in the Essen / Ruhr Reich Railway Directorate . During the First World War he served as a reserve officer in the 1st East Prussian Grenadier Regiment No. 1 "Crown Prince" . With him he moved to France. Because of an injury he was transferred to the General Government of Belgium in 1915 , until he was released from civil service in 1916 at the request of his minister.

In the Weimar Republic since 1924 he was senior government councilor and traffic manager of the Essen general operations management. In 1924 he became a department head with the rank of vice president. In 1935, Treibe was appointed head of the tariff and transport department at the headquarters of the Deutsche Reichsbahn-Gesellschaft . Appointed director and board member of the Reichsbahngesellschaft in Berlin as successor to Johannes Vogt in 1936 , he became Ministerialdirektor in the Reichsverkehrministerium (RVM) on February 10, 1937 with the integration of the Reichsbahn into the Reich Administration. In this role as head of the "Department EI, Railway Tariff and Transport Department", he also worked on the four-year plan .

After anti-Jewish measures by the Reichsbahn had been largely restricted to the personnel area since 1933, Treibe's department came to the fore since the November pogroms in 1938 . Among other things, he was responsible for measures to exclude Jewish families and children from the usual family and student discounts. Only insofar as operational issues of the Reichsbahn were concerned, his department raised objections, for example with regard to planned controls of foreign travelers at the border stations and the delays feared as a result.

After the beginning of the Second World War , the first deportations of Poles and Jews began in occupied Poland . Organizationally, the transports were handled in Operational Department E II of the RVM, while Treibes Department EI was responsible for the corresponding special tariffs. In view of the stricter requirements imposed by the Barbarossa company , which began in June 1941, Department E II issued a fundamental decree on special travel trains on July 14, 1941, which included a. also the provision of special trains for the SD , resettlers and for the "resettlement of Jews and foreign people" regulated. In a supplementary decree signed by Treibe on July 26, 1941, the tariffs for special trains were regulated. Special trains ordered by the Security Police and SD for transportation to concentration camps and for the evacuation of "Jews and foreigners" received a 50% discount on the 3rd class fare in accordance with this decree. In September 1941, the Treibes department issued a decree on the use of public transport by Jews, which, among other things, prohibited the use of sleeping and dining cars , only allowed third class for Jews, and restricted the use of seats and waiting rooms.

In the spring of 1942 the Reichsbahn was on the verge of a serious transport crisis due to the high demands of the war. Their solution was passed on by Hitler to the new State Secretary in the RVM, Albert Ganzenmüller . Ganzenmüller ensured, among other things, a significant rejuvenation of the management level in the Ministry of Transport and the Reichsbahn directorates. On June 1, 1942, the driver, who was 66 years old at the time, also retired. His successor was Fritz Schelp . During his official activity, Treibe was chairman of the supervisory board of the German travel agency . After retiring, he managed it as managing director until the post-war period.
