Peter Eigen (born June 11, 1938 in Augsburg ) is a German lawyer . He is the founder and chairman of the non-governmental organization Transparency International , whose declared aim is to work against corruption . In 2007 he founded the Berlin Civil Society Center together with Burkhard Gnärig and is one of the initiators of the Extractive Industries Transparency Initiative (EITI) .

Life

He studied law in Erlangen and Frankfurt am Main , where he also received his doctorate . As a young man, he spent an academic year in Kansas and then traveled through several states in Latin America. He did not finish a habilitation thesis he had started on international competition law. He has been enthusiastic about jazz and equestrian sports since his youth .

From 1967 to 1972 he was a lawyer in the legal department of the World Bank in Washington, DC , where he participated in the formulation of the Procurement Guidelines and became a specialist in procurement in the member states of the World Bank. From 1973 to 1974 he was a legal advisor to the government of Botswana , for whom he helped develop the legal framework in the mining sector. His then wife Jutta worked there as a doctor. From 1975 to 1988 Eigen worked as a World Bank manager in West Africa, Latin America and from 1988 as director of the regional mission for East Africa . During these 25 years he saw corruption spreading around the world in his daily work . Increasingly, he recognized the mechanisms and worried about the consequences for politics , economy and society . At the time, Eigen criticized internally that his employer only acted against corruption if the corresponding court rulings were available, which was practically never the case due to the power imbalance between the political decision-makers and the judicial authorities. Due to the official secrecy and trivialization of this problem, he left the World Bank in 1993 and founded Transparency International in order to publicly commit to the fight against corruption and to take action.

He is one of the initiators of the Extractive Industries Transparency Initiative (EITI), an international initiative of states, non-governmental organizations (NGOs) and companies, the aim of which is to create transparency in orders and payment flows between companies and states and thereby prevent corruption . From 2006 to 2011 he was Chair of the Board of EITI.

In addition, Peter Eigen lectures on international business law and political science at numerous universities . He is also a member of the advisory board of the Humboldt-Viadrina School of Governance in Berlin, which his wife Gesine Schwan , to whom he has been married since 2004 after the death of his first wife, co-founded. Since January 2004 he has been honorary professor of political science at the Free University of Berlin . In 2007, Peter Eigen and Burkhard Gnärig founded the Berlin Civil Society Center , a forum for internationally active non-governmental organizations that aims to facilitate the exchange of experience and knowledge within civil society and with other areas. He is a member of the executive committee of the German Doctors aid organization .

In his book Das Netz der Korruption he tells the story of Transparency International , explains how the system of corruption works and gives advice on how each individual can contribute to its containment and transparency .
