Peter Todeskino (born October 6, 1958 in Oldenburg (Oldb) ) is a German lawyer and local politician ( Bündnis 90 / Die Grünen ). From 2005 to 2017 he was city ​​councilor for urban development and the environment and mayor of the Schleswig-Holstein state capital Kiel . Since July 1, 2018, he has been managing director of Westfälische Bauindustrie GmbH, a subsidiary of the city of Münster .

Life

After graduating from high school, Todeskino began studying law at the Westfälische Wilhelms-Universität Münster , which he completed in 1989 by passing the second legal examination . He then worked as a lawyer .

Since 1991 Peter Todeskino has held public offices in the construction and environmental sectors. He started as legal advisor in the department for construction, environment and trade law of the district of Suhl , changed as head of the building administration office in the city administration Beckum , in order to then work between 1998 and 2005 as a personal advisor at the city building council of the city of Münster, Gerhard Joksch (Greens).

On May 19, 2005, Todeskino was elected as a candidate of the black-green majority by the council assembly of the city of Kiel with effect from June 1 to the city council for urban development and the environment. He was responsible for environmental and climate protection, all urban properties (real estate and green spaces), the planning and construction of traffic facilities and drainage (civil engineering department), urban and landscape planning and building supervision including monument protection and geodata. The department he headed comprised around 1,000 employees.

On June 9, 2005, he was also elected mayor and thus Deputy Mayor Angelika Volquartz . In this position he succeeds Ronald Klein-Knott . On March 17, 2011, he was re-elected as city councilor for another six-year term beginning June 1. On May 19, 2011 he was re-elected as mayor.

After Kiel's Lord Mayor Torsten Albig ( SPD ) left office on May 29, 2012 due to his election to the Schleswig-Holstein state parliament , Todeskino headed the Kiel city administration until Albig's successor Susanne Gaschke (SPD) took office on December 1, 2012 . After Gaschke's resignation on October 28, 2013, Todeskino once again took over the office of the Lord Mayor of Kiel as deputy until Ulf Kämpfers (SPD) took office on April 24, 2014.

Although he said he would have liked to have served as a city councilor for another term, in March 2017, Todeskino was not re-elected by the council. The Greens had previously ended cooperation with the SPD and SSW in January . He was retired in May 2017.

On May 16, 2018, the City Council of Münster elected Death Cinema as managing director of Westfälische Bauindustrie GmbH with effect from July 1. The subsidiary of the city of Münster implements infrastructure measures, operates eight parking garages and manages several local supply centers.

On January 31, 2020 he was nominated by Bündnis 90 / Die Grünen in Münster as a candidate for the mayoral election on September 13, 2020.

Act

Todeskino wrote the “Integrated Urban Development Concept Kiel” (INSEKK) in 2011, which worked out the key areas of action for Kiel's urban development on the basis of the strategic goals of the Kiel Council . The “Open Space Concept Kiel and Surrounding Area” (2006), the “Transport Development Plan” (2008) with a modern, participation-oriented pedestrian and bicycle traffic policy, the “Climate Protection and Energy Supply Concepts” (2008), which provided for an exit from the Kiel coal-fired power plant, should be emphasized or the “Kiel retail concept” (2011), which primarily served to protect local supplies. The “Sustainable Land Management” (2009), which was further developed with the state capital Stuttgart, became the basis for the “Housing atlas 2016” and for the control of commercial space development in the city area.

Since taking office, Todeskino has designated new landscape protection areas in the outskirts of the city and with the forest concept (2014) and allotment garden development concept (2016) set "green" impulses for the development of open spaces in the state capital. During its time, the Department for Urban Development and the Environment renovated numerous parks and, above all, laid out the centrally located palace garden in the city of Kiel. The sports and community park in the Gaarden district was also created as an ExWoSt project . In 2006 Kiel also won the European competition Entente Florale Europe .

With the initiative for a “Förde Framework Plan”, Todeskino put the cooperation with the communities around the Kiel Fjord on a new basis. The main objective was the implementation of many individual projects by the partners in the common context of the “Kiel Fjord Experience”. The main aim was a state water garden show that spanned the fjord.

Contrary to the forecasts at the time, Kiel has grown continuously since 2005. In order to specifically secure the space requirements for the commercial and housing supply in Kiel, Todeskino worked in a leading role on the conversion of the area of Marinefliegergeschwader 5 in the north of the city with 85 hectares in the best waterfront location. A new district is being created here with mixed-use areas (1,400 apartments and 20 hectares of commercial space). At the suggestion of death cinemas, the council also decided to carry out preparatory studies for the Friedrichsort industrial area. The old Friedrichsort sea ​​fortress is located here . Development goals are the revitalization of the industrial area and the upgrading of the unique sea fortress. Another large development area with 1,600 new apartments in the south of Kiel was also launched in 2015 after citizens' participation processes. Death cinema successfully promoted the investment bank Schleswig-Holstein's settlement on the Gaardener Hörn ( KaiCity ). The settlement laid the legal foundation (legal mix of residential and commercial) for the realization of 350 apartments on the Kieler Hörn by a regional project community.

The “Framework Concept Perspectives for the Inner City of Kiel” (2009), which was developed under the death cinema and set in motion an urban development of the city, proved to be the motor for the inner city development. Here, Todeskino pushed for the use of urban land (for the Atlantic Hotel at the main train station, for the “Alte Feuerwache” or “Schlossquartier” residential areas in the old town). Many of these projects brought living back to the old and suburbs of Kiel. In addition, Todeskino relied on urban investments in the city to stimulate the modernization of the inner city. Examples are the new construction of the new ZOB at Kiel main station , the renovation of the monastery square and especially the highly controversial “Kleiner Kiel Canal” or the palace gardens. In the inner city of Kiel there has been rapid change since 2010 with many large private projects and an expected investment volume of more than 350 million euros. All new building projects were carried out on the basis of competing processes, for which Todeskino campaigned to promote the quality of urban development.

During his tenure, Todeskino was responsible for a large number of urban construction and renovation measures in civil engineering and landscaping. These include u. a. the restructuring of the regional education centers with a cost volume of 103 million euros with three new buildings as a PPP project, the new construction of the Gablenz bridge, the new construction of the Schilksee regatta house, the new construction of the cycle station at the main train station, the listed use of the Lessing baths, the cycle expressway on the west track , the sports and leisure pool on the Hörn, the measures in the Westring school center and the new ZOB building. In this context, the “Todeskino” (urban energy management system) (2013) assumed a compensation scheme for expansion of use. Since 2016, Kiel has been developing a scenario for being climate-neutral by 2050 in the federal program “Masterplan 100% Climate Protection”.

The work of the death cinemas on the decision by the council to set up a large furniture store in an allotment garden on the outskirts of downtown Kiel received critical attention. The project was decided in favor of the project by Kiel's first referendum in 2014. A wind farm project in the south of Kiel was highly controversial among the citizens. The “Science Center Schleswig-Holstein” remained undeveloped. The complex construction planning for the implementation of the Olympic sailing competitions in 2024/28 in the Olympic Center Schilksee remained unsuccessful after Hamburg's referendum .
