Regina van Dinther (born May 15, 1958 in Wengern ( Westphalia ) as Regina Nowak ) is a German politician ( CDU ). From 2005 to June 9, 2010 she was President of the 14th State Parliament of North Rhine-Westphalia . At the end of the constituent session of the 15th state parliament, which she chaired, she resigned from her office. Although she was initially not elected to the Landtag in the 15th legislative period, she would have remained the President of the 15th Landtag until a new Presidium was elected.

Life

Regina van Dinther is widowed and has two children. As a qualified engineer for clothing technology, she worked in the clothing industry from 1980 to 1990, and as a freelance clothing engineer from 1991 to 2002.

She lives in Hattingen an der Ruhr.

She belonged to the North Rhine-Westphalian state parliament since May 31, 1990. In the 11th to 13th electoral term of the state parliament she was spokeswoman for women's policy, and since the 12th electoral term also deputy chairwoman of the CDU parliamentary group. On March 13, 1999, she was elected chairwoman of the North Rhine-Westphalia Women's Union . Since she had missed the direct mandate in the state constituency of Ennepe-Ruhr-Kreis I (Hattingen, Schwelm, Sprockhövel, Wetter), she initially missed re-entry after the state elections in North Rhine-Westphalia in 2005 . Due to the fact that the CDU MP Günter Kozlowski waived his direct mandate, however, it was able to move up via the state list before the constitution.

In January 2010 it became known that van Dinther had received a total of 30,000 euros in attendance fees for two meetings of the RAG regional advisory council in North Rhine-Westphalia in 2009. The state government initially stated the fees paid to be much lower. Van Dinthers deputy Edgar Moron and the member of the state parliament Josef Hovenjürgen received similarly high payments. Such secondary activities and their remuneration are not forbidden, but high payments for low performance are a suspicion of bias. The President of the State Parliament therefore commissioned independent experts and, together with Edgar Moron and Josef Hovenjürgen, temporarily suspended the acceptance of the ongoing remuneration of the Advisory Board. She passed on received payments as a donation to the Evangelical Foundation Volmarstein .

Also in January 2010 it became known that van Dinther had not paid any membership fees to the CDU for twelve years.

After the state elections in North Rhine-Westphalia in 2010, it initially did not move into the new state parliament because the CDU state list “did not move” due to the poor CDU result. She would have continued the office of President of the State Parliament on a provisional basis until the election of a new Presidium, but resigned after the constituent session of the 15th State Parliament (at which no new President had yet been elected) (see below).

Regina van Dinther was the second woman after Ingeborg Friebe and, since 1980, the first CDU member to head the Düsseldorf state parliament.

On November 10, 2010, the member of the state parliament, Andreas Krautscheid, announced that he would resign from his seat. On February 28, 2011 Regina van Dinther therefore returned to the state parliament via the reserve list.

Van Dinther himself described the high remuneration paid by RAG in 2010 as a mistake. She regrets not having informed the public about the payments earlier. The taxpayers' association and constitutional lawyers had also reprimanded the high payments.

After public criticism, RAG announced that it would stop the high remuneration. In future there will only be an attendance fee of 200 euros. Van Dinther and Moron had initially defended the receipt of the high compensation, but then announced that they had donated all or part of the money.

Van Dinther had hardly appeared publicly since the allegations became known.

According to information from the Rheinische Post , an expert opinion commissioned by the state parliament from administrative lawyer Bodo Pieroth (Münster) comes to the conclusion that this money must be repaid to the state parliament. It is an "unemployed income" (money for which no sufficient consideration has been given). This opinion became public on June 7, 2010.

On June 8th there were the first rumors that van Dinther would resign from her post as President of the Landtag after the constituent session of the 15th Landtag. At the end of June 9, 2010, van Dinther resigned as President of the State Parliament. As a reason she stated that she had only been elected until the constituent meeting. Her Vice President Edgar Moron and the other deputies remained in the Landtag Presidium.
