Regional associations in Baden-Württemberg

from Wikipedia, the free encyclopedia

The regional association in the state of Baden-Württemberg is a corporation under public law , whose task is the implementation of regional planning according to the state planning law. In Baden-Württemberg a total of 12 such regional associations were set up on January 1, 1973 through the "Second Administrative Reform Act (Regional Association Law) of July 26, 1971 (Journal of Laws p. 336)". The regional associations each have as "organs" an association assembly or a regional assembly and an association chairman or regional director who is elected by the association assembly.

particularities

When the 12 regional associations were set up, the Donau-Iller regional association was set up across the federal states, ie it is also responsible for areas in Bavaria. On January 1, 2006 , the previous regional association Rhein-Neckar-Odenwald was dissolved and its tasks were transferred to the transnational association for the Rhine-Neckar region, which was newly established by a state treaty . So today two regional associations are active across borders.

As a further specialty of the 12 regional associations in Baden-Württemberg, the Middle Neckar regional association or Stuttgart regional association, founded in 1973, was later transferred to the Stuttgart Region Association . This received more extensive responsibilities and is the only one to have a regional assembly directly elected by the people . This elects the chairman of the association and the full-time regional director (an official who takes care of day-to-day business).

organization

Association meeting

The association assembly is the main body of a regional association or a region in Baden-Württemberg. The members of the association assembly are elected by the individual district councils and district councilors or by the municipal councils and mayors of the city districts. Only the Verband Region Stuttgart has the association assembly voted directly by those eligible to vote in the region as part of the local elections. The association assembly elects an association chairman from among its members.

Association chairman

The association chairman is the honorary representative of a regional association or a region in Baden-Württemberg.

The association chairman is the chairman of the association assembly. He represents the regional association, heads the association administration and takes care of day-to-day administration. He prepares the meetings of the association assembly and its committees and implements their resolutions. At his side he has an association director for the permanent completion of his duties.

Association Director

There is an office of the association with an association director at the headquarters of the regional association , who is also elected by the association assembly and is a temporary official. The association director is the permanent representative of the association chairman and the full-time administrative officer of a regional association. He is elected for eight years by the association assembly. He could also be the association director of two regional associations.

Offices

The office of the association or association administration is the "administrative authority" of a regional association or a region. Here the association director and his employees take care of the current affairs of the regional association or the region. The seats of the individual regional associations are laid down in the "Second Administrative Reform Act (Regional Association Act) of July 26, 1971 (Journal of Laws p. 336)". There are a total of 12 such "offices" in Baden-Württemberg.
