In 2003, the then sub-districts of Atsabe and Hatulia were the scene of attacks and skirmishes in which the Colimau 2000 organization was involved. One of the centers was Samara, where FDTL soldiers were surrounded by Colimau 2000 members. The soldiers shot in the air to defend themselves. 50 people, including 39 Colimau 2000 members, were arrested, but the courts released all suspects because the rule of law was not complied with when they were arrested. The victims in Samara and Atsabe protested in writing to the state government.
