It rises near the village of Surskije Verzhiny in the extreme west of the Ulyanovsk Oblast on the Volga plateau northeast of Kuznetsk . Without touching Kuznetsk, it turns from its source in a westward direction to Penza Oblast . Above and east of Penza it is in the reservoir Surskoje More ( Сурское море dammed), among others, for irrigation and bends before Pensa to the north.
In this direction the Sura flows through the hilly landscape of the Volga plateau in the republics of Mordovia and Chuvashia as well as the oblasts of Ulyanovsk and Nizhny Novgorod . At times it forms the natural border between Mordovia and the Ulyanovsk Oblast, later between Chuvashia and the Nizhny Novgorod Oblast. The border between the Nizhny Novgorod Oblast and the Republic of Mari El runs along its last kilometers . Subsequently, it flows below Yadrin or above the at Volga lying Kozmodemyansk in the 1980-1982 built Cheboksary Reservoir . The river is navigable for around 394 kilometers from the port of Vasilsursk at the mouth . In addition to irrigation, the water of the Sura is also used industrially. The largest city on the banks of the Sura is Penza, other cities are Alatyr and Shumerlja .
