As early as December 2008, Guillermo del Toro announced that he was working on a stop-motion film for a new adaptation of Roald Dahl's work Hexen hexen , published in 1987 . However, the project remained calm until it finally became known in June 2018 that Robert Zemeckis was working on a new adaptation of the novel. It was announced that Zemeckis would be the producer, screenwriter and director. In addition to Zemeckis, Kenya Barris also works as a screenwriter. Del Toro also remained involved as a producer together with Alfonso Cuarón and Zemeckis.

In contrast to the film version from 1990, Zemeckis would like to stick closer to the literature. Nevertheless, there was a change in the setting of the film: Instead of being set in England in the 1980s , the film will now take place in Alabama in 1969 . The protagonist is embodied by an African American , while in the literature he has Norwegian ancestors and comes from England. Anne Hathaway was cast in the role of Grand High Witch in January 2019 and it was announced in the following month that Octavia Spencer , Jahzir Bruno and Codie-Lei Eastick had also received film roles in The Witches .

On January 30, 2019, Warner Bros. initially announced that The Witches would hit theaters on October 16, 2020. However, the release of the film was postponed to an indefinite date in 2021 in the wake of the COVID-19 pandemic . Filming finally began on May 8, 2019. This took place in Alabama, Georgia and the Warner Bros. studios in Leavesden in Hertfordshire, England . Shortly before the end of filming, an actor was stabbed in the neck on June 19, 2019. Filming was scheduled to end on June 25, 2019.
