Since the U-shaped underground line between the Jardim Zoológico and Alvalade underground stations was split into two separate lines ( Linha Azul and Linha Verde ), the operating company Metropolitano de Lisboa has been planning - true to the Plano de Expansão da Rede 1999 (plan for expansion of the network until 1999) - to extend one line each to one of the two large railway stations on the banks of the Tejo. Since 1998 the Linha Verde has been going to the Cais do Sodré station , and since then the Linha Azul has also been going to the Santa Apolónia station. Construction work began in 1997, but a major flood in June 2000 near what is now the Terreiro do Paço underground station and stricter security regulations prevented it from being completed on time. This is why the operating company of the Lisbon Metro, the Metropolitano de Lisboa , was only able to start traffic on December 19, 2007 ten years after construction began. Overall, the building between Baixa-Chiado and Santa Apolónia cost 299 million euros, 31 million euros more than planned.

The architect Artur Rosa was responsible for the Terreiro do Paço station itself; he designed two side platforms typical of the Lisbon Metro. Because of the underground, the station is particularly low, so that several escalators lead to the surface. João Vieira was responsible for the design, but he held back and only designed a large tile work with colorful azulejos entitled Transparência II , which is located in the main hall of the train station. Otherwise, concrete and metal panels dominate, giving the station a cool coat of paint. In 2007, the architectural achievement received the prestigious Artchtiekturpreis Prémio Valmor de Arquitetura .

After the station opened, one of the metro's two customer centers also moved from the Alameda metro station to the Terreiro do Paço station . As soon as the renovation of the ferry terminal is completed, there will be direct access from the train station to the ships.

Nine months after the station opened, the operating company found that instead of the planned 25,000 passengers per day, only about 12,000 passengers use the station per day. The Metropolitano de Lisboa, EP attributes this to the restricted ferry service of the Transtejo between Caxias and Lisbon and the passengers' fear of water ingress - as happened during the construction work.
