Ulrich Bartosch (* 1960 in Regensburg ) is a German political scientist and educator . He has been President of the University of Passau since April 1, 2020 .

He was a professor at the Catholic University of Eichstätt-Ingolstadt and was chairman of the German Social Work Day from 2006 to 2012 and chairman of the Association of German Scientists (VDW) from 2009 to 2015 . Since 2015 he has been the chairman of the Scientific Advisory Board of the VDW.

Life

Bartosch studied education and political science at the University of Regensburg . He graduated in education in 1986, and in the following year he completed his studies in political science with a Magister Artium . To the Dr. phil. he received his doctorate from Iring Fetscher (Goethe University Frankfurt am Main) and Herfried Münkler (Humboldt University Berlin) with a work on the history of ideas on the theory of peace by Carl Friedrich von Weizsäcker (1994). Bartosch was research assistant at the Institute for Political Science at the University of Regensburg with Jens Hacker and in 1995/96 research assistant to Guido Pollak at the chair for general education at the University of Passau . He switched to the vocational rehabilitation of young people with disabilities as head of department, then to political adult education as deputy head of the adult education center in Hagen . In 2000 he accepted a professorship for pedagogy at the Catholic University of Eichstätt-Ingolstadt. From 2001 to 2007 Bartosch was Dean of the Faculty for Social Work at the KU. He was a member of its Senate from 2001 to 2017 and from 2013 to 2017. Since the 2016/17 winter semester, he has been head of Germany's first master's degree in school social work. From 1996 to 2000 he was a lecturer in general education at the University of Passau and in political science in the department of social affairs at the University of Applied Sciences Regensburg in 1998. From 2010 to 2013 he was a visiting professor at the Leuphana University of Lüneburg and in the summer semester 2013 as a visiting professor at the University of Applied Sciences in Kiel active. On July 17, 2019, he was elected President of the University of Passau and took over the office on April 1, 2020.

Bartosch has been married to the art historian Christiane Bartosch since 1988. The marriage has two sons.

Focus of work

One of Bartosch's main focuses is the political part of Carl Friedrich von Weizsäcker's work . In particular, the concept of world domestic policy with its security and environmental aspects are at the center of various publications and conference projects. In education he deals with questions of participation, abuse of power and the constitutional approach of Janusz Korczak. Bartosch has been involved in various developments in the Bologna Process since around 2001 . He was in charge of the further development of the German higher education qualification framework (HQR), which was decided in 2017 by the KMK and HRK. This document is the binding reference for every accreditation of German study programs. He also directed the creation of the first approved framework for specialist qualifications for social work, which "was also recognized as a 'milestone' in the HRK at that time" (according to HRK President Horst Hippler, HRK VP Micha Teuscher in the foreword). For the virtual university of Bavaria (vhb), Bartosch and Guido Pollak developed a range of seminars on school social work that has been successfully updated since 2004. Another focus of Bartosch are questions of the responsibility of science. In particular in a project on the papal encyclical Laudato si ' from 2015, he deals with issues of climate change and social justice in cooperation with the VDW and KU .

Bartosch was Chairman of the Board of the Association of German Scientists (VDW) from 2009 to 2015 and is currently Chairman of the Advisory Board. He was a member of the board of the German Social Work Day from 2004 to 2012, and from 2006 as chairman. He is a member of the HRK in the Ad-hoc AG "Higher Education for the Digital Age in the European Context", University Forum Digitization by Stifterverband, CHE and HRK, 2019 and was previously in the Ad-hoc AG "Crediting of digital teaching formats" 2017-2018 . His involvement in university politics includes a. Membership in the team of German Bologna experts of the DAAD on behalf of the EU Commission from 2007 to 2013, in the advisory board for the CHE university ranking , the BA-MA commission of the Bavarian Conference of Deans for Social Work, the Working Group on Qualifications Framework for German University Degrees from the Conference of Ministers of Education ( KMK) and University Rectors 'Conference (HRK) and as a jury for the Ars legendi Prize from the Stifterverband for German Science and University Rectors' Conference 2012.

Bartosch is a member of the German Youth Institute eV, a member of the advisory board of the magazine " Soziale Passagen ", a deputy voting member in the Bavarian State Youth Welfare Committee and a member of the jury of the CONsozial Science Award by Dr. Loew.
