Verena Madner (born May 12, 1965 in Linz ) is an Austrian legal scholar , university professor and constitutional judge . It is since 2011 Professor of Public Law at the Department of Socio-Economics of the Vienna University of Economics and since 2020 Vice President of the Austrian Constitutional Court .

Verena Madner was born in 1965 as the daughter of a Salzburg teacher and a judge from Benin in the Upper Austrian capital of Linz . She attended the Academic High School Salzburg , where it in 1983 with honors graduated . She then began studying at the Institute for Translation and Interpreting at the University of Vienna in 1983 . At the same time, Verena Madner began studying law at the Law Faculty of the University of Vienna in 1984 . In November 1989 she was awarded a Magistra in Law ( Mag. Iur. ) There .

After Madner began her doctorate in law at the University of Vienna in 1989, she started her first job as a half-time contract assistant at the Institute for Constitutional and Administrative Law at the Vienna University of Economics and Business , where she became a university assistant in March 1991 . In October 1994 Verena Madner completed her doctoral studies with a dissertation on the subject of “The approval of special waste treatment plants. A contribution to the interpretation of provisions concerning the authorization of waste treatment plants within the meaning of § 29 Waste Management Act in consideration of the federal law on environmental impact assessment and public participation " and the promotion of Doctor of Law ( Dr. iur. ) From.

Professional background

During her work as a university assistant at the University of Economics and Business, Verena Madner became a legal expert in the department for European law in the international law office of the Federal Ministry for European and International Affairs from March 1996 to March 1997 . In June 2000 she became a member of the Independent Environmental Senate, a collegial authority with judicial influence, which was responsible for the administrative appeal in environmental impact assessment procedures for major projects. In August of the same year she was appointed assistant professor at the Institute for Austrian and European Public Law at the Vienna University of Economics and Business.

A reputation as a professor at the Technical University of Dortmund in 2003 took Verena Madner not. In November 2004 she was appointed deputy chairman of the Independent Environmental Senate, and in November 2008 she was finally appointed chairman. In February 2011, she was appointed professor for public law and public management at the Department of Socio-Economics at the University of Economics and Business, and at the same time became co-director of the Research Institute for Urban Management and Governance. In October 2015, Verena Madner was finally appointed full professor for public law , environmental law, and public and urban governance at the Department of Socio-Economics at WU. In 2018 she took over the management of the Institute for Law and Governance at the Vienna University of Economics and Business. In 2019 Madner was appointed to the newly founded Climate Council of the City of Vienna by Mayor Michael Ludwig .

On April 22nd, Verena Madner was nominated by the Federal Government Kurz II as Vice-President of the Austrian Constitutional Court . With her appointment by Federal President Alexander Van der Bellen on April 24, 2020, she became the second woman to be appointed to this supreme court position.
