Vicente Rama

Vicente "Nyor Inting" Rama (born June 6, 1887 in Cebu , Province of Cebu ; † December 24, 1956 ibid) was a Filipino writer and politician of the Nacionalista Party (NP) who, among other things, from 1922 to 1928 and from 1934 to 1935 Member of the Philippine Legislature and from 1935 to 1938 a member of the Commonwealth Congress . He was then mayor of Cebu City between 1938 and 1941 and a member of the Senate from 1941 to 1949 .

Life

Lawyer and MP

Rama was the illegitimate child of Engelberta Rama of Naga and Gabriel Raffiñan, who came from a respected family in Cebu. After completing primary and secondary education, he completed an undergraduate degree at the Colegio de San Carlos from 1904 to 1908 . He then began in 1908 to study law at the Escuela de Derecho de Manila , which he completed in 1910 with a Bachelor of Laws (LL.B.). He then took up a position as a lawyer after being admitted to the bar . He also worked as a journalist for the daily El Precursor and as editor of Kauswagan , before he became the founder and editor of the daily Nueva Fuerza in 1915 , which appeared until 1941.

Rama began his political career when he became a member of the Cebu Town Council in 1915. In the elections of June 6, 1922 he was elected for the first time as a member of the Philippine Legislature and in this after his re-election on June 2, 1925 until the elections on June 5, 1928 he represented the constituency of Cebu 3rd District . In the elections of June 5, 1934, he was re-elected as a member of the legislature and until September 15, 1935 in the 10th  legislative period again represented the electoral district of Cebu 3rd District . After the introduction of a unicameral system in the Commonwealth of the Philippines , founded in 1935 , he was elected as a candidate of the Nacionalista Party (NP) to the Commonwealth Congress ( National Assembly ) on September 15, 1935 , and represented it from November 25, 1935 to November 15, 1935. August 1938 also there the constituency of Cebu 4th District . During this, on his initiative, Act No. 58 ( Act No. 58 ) was passed on October 20, 1936 , whereupon the municipality of Cebu was granted city rights ( Chartered City ) and was thus renamed Cebu City.

Mayor of Cebu City and Senator

After leaving the National Assembly, Rama became mayor of Cebu City and as such took his oath of office in front of President Manuel Quezon in the Malacañang Palace on November 26, 1938 .

After the reintroduction of a bicameral system was decided in 1941 , Rama was elected to the Senate as a candidate of the Nacionalista Party in the Senate elections on November 11, 1941. However, this did not meet after the beginning of the occupation of the Philippines by the Japanese Empire in the Battle of the Philippines after December 8, 1941. The first Senate meeting took place after the liberation of the Philippines on July 5, 1945. Only 14 of the 24 Senate members took part in this first meeting, as the remaining members had either died ( Daniel Maramba and José Ozámiz ) or had been charged with collaborating with the Japanese occupying forces ( Vicente Madrigal , Quintín B. Paredes , Claro M. Recto , Eulogio A. Rodriguez, Sr. , Prospero E. Sebastian , Emiliano Tria Tirona and José Yulo ). He was a member of the Senate from January 1, 1942 to December 31, 1947 after his membership was extended by drawing lots together with seven other senators.

Writer, Family, and Honors

After leaving the Senate, Rama retired from political life and devoted himself to writing. He wrote the two novels Donya Marcosa (1947) and Ang Silot ni Bathala (1948) , among others .

His marriage to Catalina Aquilana Genson had 13 children, including Osmundo Rama , who was governor of the province of Cebu from 1969 to 1976 and again between 1986 and 1988, and Napoleon Rama, the 1972 delegate to the Constitutional Convention and editor of Manila Bulletin was. His daughter Lourdes Rama did a lot as an editor for the dissemination of Filipino literature , especially in Cebuano . One of his grandchildren, Eduardo L. Rama, Sr. , was Governor of Agusan del Norte Province between 1988 and 1995 and then represented the Agusan del Norte 2nd District constituency as a member of the House of Representatives from 1995 to 1998 . Another grandson Mike Rama has been mayor of Cebu City since 2010.

In honor of Vicente Rama, the previous Don Carlos A. Gothong Memorial National High School was renamed Don Vicente Rama Memorial National High School in Cebu City in 2004 . The Don Vicente Rama Memorial Elementary School and Vicente Rama Street in Cebu City also bear his name.
