The constituency of Austria under the Enns 23 was a constituency for the elections to the House of Representatives in the Austrian crown land of Austria under the Enns . The electoral district was created in 1907 with the introduction of the Reichsrat election regulations and existed until the collapse of the Habsburg monarchy .

history

After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election order, a total of 516 electoral districts were created, with one member being elected in each constituency with the exception of Galicia in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The constituency of Austria under the Enns 23 comprised the 13th Viennese district of Hietzing .

In the 1907 Reichsrat election, the incumbent mayor of Vienna, Karl Lueger ( Christian Social Party ), emerged victorious in the first round . However, he died in March 1910, whereupon his party colleague, the newly elected Mayor of Vienna Josef Neumayer , was also able to prevail in the first ballot in the Reichsrat replacement election in October 1910. Neumayer was unable to defend his mandate in the 1911 Reichsrat election. In the first ballot, with 48.9 percent, he just missed the absolute majority in the first ballot and was defeated in the runoff to the Social Democrat Wilhelm Schiegl , who scored 51.6 percent in the runoff.

The 1907 Reichsrat election was held on May 14, 1907 (first ballot). The runoff election was dropped due to the absolute majority of Leopold Kunschak in the first ballot.

Reichsrat replacement election 1910

After Karl Lueger's death in March 1910, the Reichsrat replacement election was held on October 28, 1910 (first ballot). The runoff election was dropped due to the absolute majority of Josef Neumayer in the first ballot.
