The constituency of Austria under the Enns 4 was a constituency for the elections to the House of Representatives in the Austrian crown land of Austria under the Enns . The electoral district was created in 1907 with the introduction of the Reichsrat election regulations and existed until the collapse of the Habsburg monarchy .
history
After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election order, a total of 516 electoral districts were created, with one member being elected in each constituency with the exception of Galicia in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The constituency Austria below the Enns 4 included that part of the first Viennese municipality district Inner City , by University Street , Scots Lane , Freyung , heath shot, Am Hof , Bognergasse , Graben , Kärntnerstraße , Opernring, Eschenbachgasse , Grain Market , Museum Road, Auerspergstraße and Landesgerichtsstraße limited has been.
In the 1907 Reichsrat election , Karl Lueger ( Christian Social Party ) emerged victorious in the first ballot with 60 percent. However, Lueger took the mandate in constituency 23 , which is why there was a replacement election a month later. His party colleague Heinrich Wittek was also able to prevail in the first ballot with 59 percent. In the 1911 Reichsrat election, Wittek lost his mandate to Wilhelm Neumann-Walter .
