Map of the Ennetbirgischen Bailiwicks of the Old Confederation

As Eennetbergische Vogteien or Eennetbirgische Vogteien or Welsche Vogteien or Italian Vogteien were called Vogteien in the area of today's Swiss canton Ticino at the time of the old Confederation . Since these are on the other side of the Gotthard , they are also referred to as “the areas of power over the mountains”.

The four bailiwicks of Valle di Maggia , Locarno , Lugano and Mendrisio were a common rule of twelve of the thirteen old towns (excluding Appenzell ).

The three bailiwicks of Bellinzona , Blenio and Riviera were jointly owned by Uri , Schwyz and Nidwalden , while the bailiwick of Leventina was the sole property of Uri.

These bailiffs came to the Swiss Confederation between 1403 and 1512. After the proclamation of the Helvetic Republic in 1798, they formed the cantons of Bellinzona and Lugano , and from 1803 the canton of Ticino.

The Eschental , Luino and the Cuvio and Val Travaglia valleys were only temporarily under federal rule . During the turmoil of the years 1512 to 1516, the valley communities often changed hands. France took back the Ashen valley, Mendrisio and Balerna from the confederates around 1515. Since the valley communities were not specifically mentioned in the Eternal Peace of 1516, their affiliation between the Confederation and Milan remained in dispute. In 1521 Brissago and in 1526 Mendrisio and Balerna finally came to the Confederation. Emperor Charles V exchanged the latter for Luino, Cuvio and Travaglia.
