Werner Spec [ ˈʃpeːts ] (born February 1, 1958 in Sigmaringen ) is a German politician . The non-party member was the acting Lord Mayor of the city of Ludwigsburg until August 31, 2019 .

Professional background

Sigmaringen and Ulm

After graduating from high school in Sigmaringen, the armed forces and studying at the University of Applied Sciences in Stuttgart with a degree in administrative management (FH), Spec initially worked as a city ​​treasurer and commercial plant manager for the municipal utilities in Sigmaringen. From 1992 to 1996 he headed the Ulm City Treasury .

Calw

Afterwards he was finance mayor and until 2003 mayor of the city of Calw . In 2003 he was awarded the Hermann Hesse Medal of the City of Calw for his services to the city .

Ludwigsburg

Since 2003 Spec was Lord Mayor of Ludwigsburg. In 2011, he was confirmed in office with 77.8 percent of the vote and a voter turnout of 20.2 percent, while he achieved 4.8 percentage points more than in 2003. On June 30, 2019, Spec was voted 29th with a voter turnout of 36.55 percent , 44% surprisingly voted out in the first ballot. As of September 1, 2019, his successor was the non-party lawyer and native Ludwigsburg Matthias Knecht .

Party political affiliation

Spec is not a party member, but from 2009 to 2014 he sat for the CDU in the regional assembly of the Stuttgart Region Association . In 2014 he did not run again. As mayor, he took on the interests of the city of Ludwigsburg a. a. at the Baden-Württemberg Association of Cities, the German Association of Cities and the Federal Government's Sustainability Council. He was elected to the district council of the Ludwigsburg district on the list of free voters in the local elections on May 26, 2019.

Political priorities

Sustainable urban development

One of the focal points of his work as Lord Mayor in Ludwigsburg is sustainable urban development: Since the start of citizen participation in the urban development concept with the first Ludwigsburg Future Conference in 2004, the citizens, the local council and the city administration have been jointly driving this process forward. For the continuous, integrated form of citizen participation, the city was awarded the German Local Sustainability Award “Zeitzeichen” in 2008, and in 2014 Ludwigsburg took first place among medium-sized cities in the German Sustainability Award competition . The modern use of energy is also one of Spec's political priorities: Ludwigsburg has been a model municipality for electromobility since 2011 and has operated what is currently the largest wood-fired power station of its kind in Baden-Württemberg since 2009. With the help of the municipal council and the city administration, he managed to stop the decline of retail trade in the city by revitalizing the Marstall shopping center. He had triggered critical voices in the power struggle with District Administrator Rainer Haas to improve local public transport, who initially wanted to prevent a city train on wheels (BRT express buses). This is to be implemented promptly as part of the Clean Air program to avoid driving bans.

Energy supply and housing

Other focal points of his work are energy supply and housing construction: after the merger of Stadtwerke Ludwigsburg-Kornwestheim in 2008, the municipal company, with him as chairman of the supervisory board, is promoting modern district heating concepts and is now also getting involved in the operation of the power grid. Städtische Wohnungsbau Ludwigsburg GmbH, of which Spec is also chairman of the supervisory board, is actively involved in sustainable urban development measures with social models such as "fair living", the organization of building groups in newly emerging residential areas and the energetic renovation of existing buildings when converting former buildings of the Federal Agency for Real Estate Tasks within the framework of the federal-state funding program “Socially Integrative City” for the newly merging district of Grünbühl-Sonnenberg. Spec is also a member of the Association Council of the Federal Association for Housing and Urban Development eV (vhw). The opening of the western exit at the train station, together with the construction of the MHP Arena and the service center, are considered to be an important urban development for the western part of the city. During his tenure, the number of jobs rose by 12,000 to 54,000 and the number of residents from 85,000 to over 93,000 as a result of the further settlement of companies.

Art and culture funding

As Chairman of the Supervisory Board of the Ludwigsburg Castle Festival and the permanent garden exhibition Blooming Baroque at Ludwigsburg Castle, Spec is committed to the art and cultural landscape of the region and beyond. As the first chairman of the KulturRegion Stuttgart eV , he works on better networking the cultural offers and institutions. He also succeeded in establishing the Academy for Performing Arts in Ludwigsburg. After being voted out of office as Lord Mayor after 16 years in office, the Ludwigsburg Symphony Orchestra thanked the outgoing mayor at the reception of the city on July 25, 2019 in the Reithaus for the longstanding promotion of culture in Ludwigsburg and in particular of the orchestra by granting honorary membership.

Controversy over driving ban

On December 10, 2011, Mayor Spec had a rear-end collision with his private car on the Konstanz city ​​limits. Although his driver's license had previously been taken away because of a speeding violation, the Constance police only gave him an oral warning. Because he drove despite the driving ban , the Stuttgart public prosecutor's office investigated. Spec regretted his behavior in writing and emphasized that driving without a license was not excusable. He also stated that he had not identified himself as mayor to the police. The procedure has now been completed, because of driving in spite of the driving ban, Spec was given a three-month driving ban and a fine of 60 daily rates, he accepted this penalty order.
