The Wiley is a residential area in the Bavarian major district town of Neu-Ulm . In the city statistics, the Wiley is not managed as an independent one, but is assigned to the Ludwigsfeld district . The residential and business district emerged from the end of the 1990s after the US Army withdrew from the city and encompasses the approximately 80 hectare area of ​​the former Wiley barracks . The urban redevelopment project is considered a showcase project, which attracted attention far beyond Neu-Ulm. Among other things, it is the location of the Neu-Ulm University of Applied Sciences , the Ratiopharm Arena multifunctional hall and the Dietrich-Theater multiplex cinema .

Structure and description

The Wiley consists of three sub-areas:

Wiley Nord covers the approximately 15 hectare site between the apron residential area, Memminger Strasse and Europastrasse. It houses the Dietrich-Theater multiplex cinema, the Neu-Ulm technology and start-up center , a further training facility of the German Society for Technical Education as well as student dormitories and a senior citizens' residence . Until spring 2015, Wiley Nord also housed the Neu-Ulm recycling center . Since 2017, the new buildings for the Mark Twain elementary school and the Lessing grammar school as well as around 170 apartments have been built on this site. In addition, a theater by the magician Florian Zimmer is to be built next to the Dietrich Theater by autumn 2019 .

Wiley Mitte is an area of ​​around 20 hectares between Europastrasse and John F. Kennedy Strasse. The green spaces there were designed for the 2008 State Garden Show . It houses the Wiley sports park with a football and soccer field , a skater rink , a children's playground with water games and a beach volleyball field . There are also the Neu-Ulm University of Applied Sciences, the former US casino Wiley Club (now a restaurant), the Friedenskirche (until 1992 Wiley Chapel ), the Wiley water tower as a symbol of the district and the Ludwigsvorfeste, part of the Ulm Federal Fortification , In which today artisans , freelancers and restaurateurs find accommodation. The Ratiopharm Arena, which opened in 2011, is located on the western edge of the district, a multifunctional hall for sports , cultural and concert events , whose main user is the ratiopharm Ulm basketball club .

Wiley Süd takes up the largest area of ​​the quarter with around 40 hectares. It comprises almost 1,500 residential units for almost 3,500 residents as well as the Edison Center service center . The Peter-Biebl -Park runs centrally through the quarter in a north-south direction and is part of the so-called Green Bridge , a direct connection axis for pedestrians and cyclists between Neu-Ulm bank of the Danube , city center and the southern districts up to Ludwigsfeld Baggersee . On the western edge of the area there are extensive shopping opportunities, including three supermarkets and two drug stores .

History and Development

The Ludendorff barracks of the German Wehrmacht were built on the site along Memminger Strasse in 1936 . There and on the southeast adjacent fields, the American occupation forces in late April 1945 and October 1946 entertained the over 50 hectare POW camp "PWTE 314" ( Prisoner of War Transient Enclosures , German  POW transit camp ). In 1951 the US Army moved into the barracks and renamed it Wiley Barracks in 1953 in honor of US Captain Robert C. Wiley, who died in France in August 1944. Since then, up to 8,000 soldiers and their relatives have lived in the area.

US military facilities, from which the soldiers were withdrawn in 1991, were located on six areas with a total of 140 hectares of the Neu-Ulm urban area. After several years of negotiations with the federal government , the city acquired all of these areas with the buildings on them for 86 million German marks in 1994 . The city council had already agreed in the previous year to undertake the redesign of the area in dialogue with all political and public groups in the city in order to achieve the broadest possible consensus. After the acquisition, a nationwide ideas competition for the redesign of the Wiley site took place in 1994. The threefold structure of the area was already established back then. In 1995, a citizens' workshop was finally initiated, which ensured public participation in the project and established acceptance among the population for the urban redevelopment. From 1991 to 1995 the project was funded and evaluated in the research field "Conversion - urban development possibilities through reallocation of military facilities" in the federal research program "Experimental Housing and Urban Development".

In 1998, the technology and incubator center was the first to move into some of the former military buildings in Wiley North. Two years later, the first phase of construction of the Wiley South residential district was completed, and in the same year construction began on the Edison Center , the first phase of which was completed two years later. A year later, in 2003, it was decided to relocate the Neu-Ulm University of Applied Sciences to the Wiley site; construction work took place from 2006 to 2008. The state horticultural show took place in Neu-Ulm in 2008, for which, among other things, a large part of today's green spaces in the Wiley were redesigned. The residential development in Wiley South was completed in spring 2014. In autumn 2015, work began on an extension to the university, which was completed in September 2018. The last construction work in the Wiley South service area took place up to 2017, the new Mark-Twain primary school in Wiley North was completed in summer 2018 and the remaining areas in Wiley North will only be built on with apartments and the new Lessing High School from 2018 become.
