Willem Rooseboom (born March 9, 1843 in Amsterdam , † March 6, 1920 in The Hague ) was an influential Dutch military man, he was also Governor General of the Dutch East Indies .

He was an officer in the pioneers , was in the General Staff (Dutch: Generale Staf ) and later taught as a lecturer at a military school. He was also a publicist in the field of defense. Under the pseudonym "Henri Raloff" he published novels, among other things .

In 1899 he was appointed Governor General of the Dutch East Indies by Minister Cremer. Rooseboom had the unfortunate task of expanding the colony's defenses, but it failed. He wanted to raise the level of prosperity of the population, and here, too, Rooseboom was only granted moderate success. His adjutant was Han de Booy on May 1, 1900, who married Hilda Boissevain on May 16, 1897.

From 1884 to 1894 he was a representative of the Liberal Unie of the Second Chamber of the States General .
