Special purpose association for local rail passenger transport Rhineland-Palatinate South
The Zweckverband rail transport Rheinland-Pfalz Süd (short ZSPNV South ) since 1997 for the rail transport competent (regional rail) transport authorities in the southern Rhineland-Palatinate and is used by the local counties and cities, at the same time the members of the administration union are worn. The state is a member of both Rhineland-Palatinate regional rail transport associations, the Zweckverband Süd and the Zweckverband Nord . On behalf of their members, the special purpose associations undertake the planning, allocation and controlling of transport services by rail and for certain regionally important bus routes. The headquarters of the Zweckverband Süd is in Kaiserslautern .

The members elect an association head and a deputy head of the association from among themselves or the district councilors and mayors who represent them. These represent the association to the outside world. Currently (as of 2015) Winfried Hirschberger , the district administrator of the Kusel district, is head of the association, his deputy is Hans Georg Löffler , the mayor of Neustadt an der Weinstrasse. The office of the special purpose association is headed by a full-time association director. Werner Schreiner held this office from 1997 to 2005 , the current incumbent (as of 2015) is Michael Heilmann.
The tariff setting in the area of the SPNV Süd is the responsibility of the Verkehrsverbund Rhein-Nahe-Nahverkehrsverbund (RNN) and Verkehrsverbund Rhein-Neckar (VRN).
Range of services and transport companies
The 8,447 square kilometer area of the association has around 900 kilometers of rail lines served by local rail transport with 224 stations and stops served daily. In addition, a further 13 stations are served in excursion traffic on weekends and holidays. Each year the association orders around 19.5 million train kilometers on this route network. In regional bus transport, the order volume amounts to around 3.6 million bus kilometers. In total, the Zweckverband orders transport services worth around EUR 206 million per year.
The Zweckverband SPNV-Süd has awarded transport contracts in the SPNV together with the SPNV-Nord:
- The regional express network Rhineland-Palatinate on electrified routes, operated as SÜWEX by DB Regio
- Regional express and regional train connections on non-electrified routes to vlexx
In addition, the following transport services operate in the area of the special purpose association SPNV-Süd, the focus of which is in neighboring federal states:
- The Mittelrheinbahn Köln - Koblenz of the Zweckverband Nahverkehr Rheinland , operated by transregio , with the trains that will be extended to Mainz
- In the Karlsruhe area the Albtal-Verkehrs-Gesellschaft
- In the Rhineland-Palatinate part of the Rhine-Neckar metropolitan region, the rail traffic of the Verkehrsverbund Rhein-Neckar (VRN) with the meter-gauge trains of the Rhein-Neckar-Verkehr (RNV) and the lines 1, 2, 3 4, 6 and 33 of the S-Bahn Rhine Neckar
