The 2003/04 season was the eleventh regular staging of the first division , the second Czech ice hockey division . In the playoffs, HC Dukla Jihlava prevailed, who qualified for the Extraliga relegation , in which he prevailed against HC České Budějovice and rose. The HC Prostějov rose to the 2nd division.

In the main round, each of the 14 teams played a total of 40 games. The eight best-placed teams qualified for the playoffs, while the teams in places 11 to 14 played in a round of relegation and return, with the points taken from the main round. For the teams in positions 9 and 10, the season ended prematurely. The last two placed in the relegation round had to play for relegation. Each team received three points for a win after regular time, two points for a win after overtime, and one point for a draw and a defeat after overtime. No points were awarded for a defeat after normal time.

The last two places in the 1st division met the three best teams in the 2nd division in relegation. HC Prostějov was relegated to the 2nd league and was replaced by HC Sareza Ostrava.
