The 1st Yugoslav Football League in 1928 was the sixth season of the highest Yugoslav division in men's football . It began on July 8, 1928 and ended on September 16, 1928.

Master became HŠK Građanski Zagreb .

Nine teams applied for the six places in the finals. The two regional associations Belgrade and Zagreb were each represented by two teams. The three winners of the regional associations Belgrade, Zagreb and Split qualified directly for the final round. The remaining four winners and the runners-up from Belgrade and Zagreb played for three more places in the final round.

The six teams played against each other once on five match days.
