12th German Bundestag

The 12th German Bundestag existed between December 20, 1990 and November 10, 1994. The 12th German Bundestag held a total of 243 sessions, with the last session taking place on September 21, 1994. The 12th Bundestag was constituted by the first all-German Bundestag election in 1990 , which took place on December 2, 1990.

The age president was Willy Brandt from the SPD ( former Federal Chancellor). On January 17, 1991, the 12th Bundestag elected Helmut Kohl as Chancellor with 378 votes in favor, 257 against and 9 abstentions in the first ballot .

A total of 662 seats

The 12th Bundestag had a total of 662 members at the beginning and at the end of the legislative period. The CDU / CSU had the highest share of seats with 319 seats (317 at the end), followed by the SPD with 239 seats. In addition, Bündnis 90 was represented in the 12th Bundestag with 8 seats (at the end 7), the FDP with 79 seats (at the end 78) and the PDS with 17 seats (at the end 15). Due to the resignation of MPs, there were at times six non-attached MPs .

Presidium of the Bundestag

In the first session, Rita Süssmuth was elected President of the Bundestag with 525 votes in favor, 81 against and 44 abstentions. Vice-presidents were Hans Klein (CDU / CSU), Renate Schmidt (SPD), Helmuth Becker (SPD) and Dieter-Julius Cronenberg (FDP).

Laws

A total of 800 legislative initiatives were introduced into the Bundestag, 407 of which are based on government proposals, 96 on initiatives by the Bundesrat and 297 on initiatives by the Bundestag. A total of 507 laws were passed by the Bundestag during the 12th legislative period and 493 laws were promulgated.

Committees

The 12th Bundestag had 23 (end: 25) committees. In total, they held 2589 meetings, of which 2090 were committee meetings and 499 were sub-committee meetings.

Overall, there were 98 major inquiries and 1,382 small inquiries during the 12th Bundestag .

Committees of inquiry

During the legislative period of the 12th Bundestag there were three committees of inquiry .

1. Committee of Inquiry

On June 6, 1991, the first committee of inquiry was set up, which is also known as the “ Commercial Coordination (KoKo)” or “ Alexander Schalck-Golodkowski Committee of Inquiry”. Between June 7, 1991 and May 18, 1994 there were 183 meetings.

2. Committee of Inquiry

On September 30, 1993, the 2nd Committee of Inquiry, also known as the " Treuhandanstalt Investigation Committee ", was set up. 54 meetings were held between September 30, 1993 and May 18, 1994.

3. Committee of Inquiry

On October 29, 1993, the 3rd Committee of Inquiry, also known as the " HIV Infections through Blood and Blood Products Committee" was set up. There were 46 meetings between October 29, 1993 and October 21, 1994.

Conference locations

The constituent session of the Bundestag on December 20, 1990, took place in the Reichstag building in Berlin , as did the session on May 20, 1992. Otherwise, it met until October 29, 1992, like the two previous Bundestages in Bonn, in the replacement plenary hall of the old waterworks , which was used as an alternative quarter served until a new plenary hall in the neighboring Federal Palace was completed. He met there for the first time on November 4, 1992, but had to move back to the old waterworks during the meeting on November 24, 1992 due to technical problems with the acoustics. The sessions of the Bundestag took place there again until September 10, 1993; the new plenary hall could then be used regularly from the session on September 22, 1993 (until the Bundestag moved to Berlin in summer 1999). On June 30, 1994 and for a joint meeting with the Federal Council to swear in President Roman Herzog on July 1, 1994, the Bundestag met again in the Berlin Reichstag building.

Special sessions

During the 12th electoral term, there were six special sessions, the 2nd session on January 14, 1991, the 87th session on April 2, 1992, the 101st session on July 22, 1992, the 170th session. Meeting on July 12, 1993, the 240th meeting on July 22, 1994 and the 243rd meeting on September 21, 1994.
