20 associations have registered for the fifth edition of the AFC Challenge Cup . In order to determine the eight finalists, a qualification was necessary. The qualification is also part of the qualification for the 2015 Asian Football Championship , for which the winner of the Challenge Cup qualifies.
For the first time, the host is automatically qualified for the final round. On November 20, 2012, the Maldives was chosen as the host. The other registered teams had to compete in the qualification. For the first time, the Northern Mariana Islands participated as an associated AFC member. Of the eligible countries, Bhutan and East Timor did not participate. North Korea, winner of the AFC Challenge Cup 2012 , was excluded, but is qualified for the Asian Cup 2015. Based on the results of the AFC Challenge Cup 2012the teams were drawn into five groups of four teams each. The group games were played in a simple league system in one city each. The group winners and the two best runners-up in the group qualify for the finals in the Maldives .

The group stage draw on December 11, 2012 resulted in the following groups (hosts = bold):
Group A: Chinese Taipei, Guam, India, Myanmar
Group B: Kyrgyzstan , Macau, Pakistan, Tajikistan
Group C: Afghanistan, Laos , Mongolia, Sri Lanka
Group D: Bangladesh, Nepal , Northern Mariana Islands, Palestine
Group E: Brunei, Cambodia, Philippines , Turkmenistan
Because of the withdrawal of Brunei in Group E, the runner-up in this group, unlike the other runners-up, only had to play two games. In order to be able to compare the teams, only two games are counted for the other runners-up, namely the one against the first and third placed in the respective group. The games against the fourth placed will not be counted. This results in the following table:
