The Başbakanlık Kupası ( German : Prime Minister Cup ) was a cup competition in Turkish football that took place with interruptions from 1944 to 1998. From 1944 to 1950 the masters of Türkiye Futbol Şampiyonası and Millî Küme played against each other, which made the competition the first Super Cup in Europe. In 1950 the Millî Küme took place for the last time. The Turkish Football Association reintroduced the cup competition in 1966.

With the reintroduction, the participation rules for the two teams changed. From 1966 the 2nd league champion played against the winner of the amateur league. From 1971 to 1998 the runners-up of the 1st league faced the finalists of the Turkish Football Cup . The finals did not take place from 1982 to 1984.

The last final was played on May 14, 1998 between Fenerbahçe Istanbul and Trabzonspor . With eight finals won, Fenerbahçe is the record winner.
