Birgit Fischer (born October 4, 1953 in Bochum ) is a former German politician ( SPD ) and has been Managing Director of the Association of Research-Based Pharmaceutical Manufacturers since May 1, 2011 .

Training and first professional positions

After studying educational sciences at the Westfälische Wilhelms-Universität in Münster from 1972 to 1977 and graduating as a qualified pedagogue, Birgit Fischer worked in education from 1977 to 1986, initially from 1977 to 1980 as the educational director of the Evangelisches Bildungswerk Frankenforum and from 1980 until 1986 as head of department at the Lennetal Adult Education Center.

Political career

From 1986 to 1990, Fischer was the city of Bochum's equal opportunities officer .

Fischer, a member of the ÖTV trade union (now ver.di) since 1973 and a member of the SPD since 1981, was a member of the state parliament from 1990 to 2000 and then again after September 11, 2001, when she replaced MEP Annette Breitbach-Schwarzlose North Rhine-Westphalia .

In the state elections on May 22, 2005, she succeeded in winning the direct mandate in constituency 109 (Bochum III - Herne II) with 50.8 percent of the vote . From 1991 Fischer was the parliamentary manager of the SPD parliamentary group until she was appointed Minister for Women, Youth, Family and Health of the State of North Rhine-Westphalia on June 9, 1998 . After the restructuring of the ministerial departments on November 12, 2002, Birgit Fischer was Minister for Health, Social Affairs, Women and Family .

After the change of power in the North Rhine-Westphalian state elections in 2005, Fischer resigned from this office on June 24, 2005. From May 2005 to September 2006 she was deputy chairwoman of her parliamentary group. On May 11, 2007, Birgit Fischer resigned from her Landtag mandate.

From 2001 to November 2011 Birgit Fischer was a member of the party executive committee of the SPD and deputy state chairwoman of the North Rhine-Westphalian SPD from 2001 to 2010. From 2005 to 2007 she was a member of the presidium of the federal SPD.

At the suggestion of the SPD, Fischer was a member of the 10th to 13th Federal Assembly in Berlin.

On August 23, 2017, Birgit Fischer received the Order of Merit of the State of North Rhine-Westphalia .

Professional career

Barmer substitute fund

From January 1, 2007 to the end of 2009, Birgit Fischer held the position of deputy chairwoman of the board of the Barmer Ersatzkasse . From January 2010 to May 2011 she held the office of CEO of Barmer GEK , which emerged from the merger of Barmer and Gmünder Ersatzkasse.

Association of research-based pharmaceutical manufacturers

On March 17, 2011 it was announced that Fischer is leaving the Barmer GEK in order to become Managing Director of the Association of Research-Based Pharmaceutical Manufacturers from May 1, 2011 . While parts of the press described Fischer's move as a “startling change of side”, he was criticized by politicians from the CDU and the SPD .

From 2005 to 2011, Fischer was a member of the Presidium of the German Evangelical Church Congress .
In December 2007 she was elected to the University Council of the German Sport University Cologne and in January 2008 to the University Council of the Ruhr University Bochum .
