The constituency of Hamburg-Harburg was number 8 of the Hamburg constituencies in the 1949 federal election, then had the nationwide constituency number 21, for the elections from 1965 to 1976 it was number 19 and finally for the elections from 1980 to 1998 it was constituency number 18 In 1961 the constituency was called Hamburg VII and from 1965 to 1976 Harburg .

For the Bundestag elections from 1949 to 1961, the area of ​​the constituency consisted of the Hamburg-Harburg district and the districts of Veddel , Kleiner Grasbrook , Steinwerder , Waltershof and Finkenwerder from the Hamburg-Mitte district . After the reorganization of the constituencies before the federal election in 1965, the area of ​​the constituency corresponded to that of the Hamburg-Harburg district. In 1980 the Finkenwerder local authority area was added again. Before the federal election in 2002, the constituency was combined with the constituency of Bergedorf to form the new federal constituency of Hamburg-Bergedorf - Harburg .
