The Deutsche Nationalrajon ( Russian: Немецкий национальный район , Nemezki nazionalny rajon ; also Deutscher Nationalkreis or unofficially (German) Nationalkreis Halbstadt ) is a Rajon in the West Siberian region of Altai ( Russia ), partly of German origin.

The Deutsche Nationalrajon lies in the Kulunda steppe northwest of the Kulunda lake .
Today there are twelve rural communities in the Rajon (selskoje posselenije) with a total population of 17,668 people (2010 census), 4,700 of whom are Germans (26.7%). When it was founded, the Rajon still had around 22,000 inhabitants, of which around 18,400 were of German descent; at the 2002 census there were still 20,598 inhabitants.
The communities usually only consist of the eponymous locality (unless otherwise stated; all with the status of a village, Russian selo ):
- Degtjarka ( Дегтярка ; German formerly / unofficially Schönwiese )
- Grischkowka ( Гришковка ; Alexanderfeld )
- Halbstadt ( Гальбштадт )
- Kamyshi ( Камыши )
- Kussak ( Кусак ; Alexanderkron ); in addition, the rural settlement (possjolok) Krasnoarmeiski ( Красноармейский ; Reichenfeld / Barski Log ) belongs to the municipality
- Nikolayevka ( Николаевка )
- Orlovo ( Орлово ); The municipality also includes the three villages (selo) Alexandrowskoje ( Александровское ), Dworskoje ( Дворское ; Rosenhof ), Lesnoje ( Лесное ; Rosenwald )
- Podzosnovo ( Подсосново )
- Polewoje ( Полевое )
- Protasovo ( Протасово )
- Redkaja Dubrawa ( Редкая Дубрава ; Gnadenheim )
- Shumanovka ( Шумановка )
There were some minor, which no longer exists or in the said risen villages like Nikolskoye ( Никольское ; Nikolaipol ), Krasny Dol ( Красный Дол ; Schönthal ) Sineosjornoje ( Синеозёрное ; Schönsee ) and Otradnoe ( Отрадное ; Liebenthal ).
The administrative center of the Rajons is the village of Halbstadt with 1756 inhabitants (2010). Until 1991 it was called Nekrasovo. It is located about 35 kilometers northeast of the city of Slavgorod , where there is also a railway connection ( Tatarsk - Kulunda line ). The Kamen am Ob – Slavgorod highway runs through the Rajon .
The head of the district is Pyotr Boos, head of administration Eduard Winter.
history
The Nationalrajon was created in 1927. At that time it was still called Oktjabrski Rajon and shortly afterwards it was renamed German National Rajon . 96 percent of the population were Russian Germans. In 1938 the Rajon was dissolved and the German-language newspaper Rote Fahne was banned. In the years around 1941, the Volga Germans were also attacked by Stalin . Some of them banished to the Altai region.
In 1989 a project to restore this Rajons was financially supported by the Federal Republic of Germany and three dairies, two slaughterhouses, a bakery, a road maintenance depot and a farm were built. A hospital was built later. Because of the profits, day-care centers and schools were built.
Although there was initially a mood of economic optimism and the people were doing well, the mass emigration of many Germans of origin to the so-called “original home” Germany could not be prevented. Soon many families of German descent came from Kazakhstan and Kyrgyzstan . These were Kyrgyzstan and Kazakhstan German families who, however, had mixed with other ethnic groups from the respective countries. Therefore, many no longer spoke German. Today, great importance is attached to the preservation of German culture and the past.
