Because in the warehouse Kaiser is hoarding a lot of banknotes in huge tobacco sacks, which were actually intended for destruction and which he instead illegally removed aside. After the three friends have taken away the money bags, which weighed tons, and in their opinion they have hidden them safely, the problems only really start. Because not only the emperor and his men are now feverishly looking for Blücher, his two partners and the treasure trove they have stolen. The police, represented in person by the fanatical Chief Inspector Schmitz-Kasselhoff and her idiot assistant Müller Zwo, are already hot on the heels of the gang. However, the criminalists are of the opinion that possibly no tobacco shipment was stolen, but that Kaiser just wants to cheat the insurance company again. Therefore, the entrepreneur is not very interested in the police looking for the missing goods.

Meanwhile, the Blücherbande is not entirely in agreement about when to distribute their prey. Since Ollie and Andy are financially down and are longingly hoping for some cash, their boss Blücher has given the instruction not to touch the money for a few months. Andy cannot resist the temptation and as a precaution packs his briefcase full. His wife is excited about the sudden windfall and goes shopping straight away. As a result, Kaiser quickly finds out about her and kidnaps her without further ado.

Blücher is now on the offensive and offers Kaiser his own money again, but wants three million in foreign currency and Susanne Walz to return it safely. Kaiser accepts the offer, but when he comes to the house where the sacks are hidden, it is ablaze and the banknotes are flying through the hot air. But even Blücher underestimated Kaiser, because instead of the millions, he only got $ 12,000. But Blücher wouldn't be Blücher if he didn't have another new plan. And the sum is sufficient as start-up capital. Ollie and Andy are not very enthusiastic, after all, they had other plans for their prey.
