Francesc Vendrell i Vendrell (* 1940 in Barcelona , Spain ) is a Spanish diplomat who worked for the European Union and the United Nations .

Career

Vendrell received a Masters Degree from the University of Cambridge , a Bachelor of Laws from King's College , London, and a Bachelor of Law from the University of Barcelona .

Vendrell worked for the United Nations for 34 years. From 1986 to 1992 he was Director for Europe and America of the Office for Research and Information Collection in the Office of the Secretary-General and at the same time deputy, personal representative of the Secretary-General for Central America . During this period, the United Nations-monitored election in Nicaragua in 1990 and the dissolution and reintegration of the Contras , the peace agreement between the government of El Salvador and the Frente Farabundo Martí para la Liberación Nacional (FMLN) and the beginning of the peace process between the governments of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), which was successfully completed in 1996.

In 1992, Vendrell became Director of Special Political Affairs, Head of a Mission to Armenia and Azerbaijan to Discuss the Nagorno-Karabakh Conflict (1992) and Senior Advisor to the United Nations / OAS Special Envoy to Haiti (1993).

From 1993 to 1999 he was Director for Asia and the Pacific and UN Special Envoy for Cambodia (1997–1998), Papua New Guinea (1996–1999), Bangladesh and Chief Advisor for Myanmar (1994–1999). He also took part in the negotiations between Portugal and Indonesia to resolve the East Timor conflict , initially as a senior advisor and then as deputy personal representative of the Secretary General. The negotiations led to the May 5, 1999 agreement and the referendum in East Timor , which ultimately brought independence to the country.

After the referendum in East Timor, Vendrell was the Secretary General's personal representative for Afghanistan and head of the United Nations Special Mission for Afghanistan (UNSMA) from January 2000 to 2002 . During this time the terrorist attacks took place on September 11, 2001 and the first Afghanistan conference took place in Petersberg near Bonn , at which the Petersberg Process was agreed.

In 2002 Vendrell moved to the European Union and was EU Special Representative for Afghanistan until September 2008. In the 2008/09 academic year he was a visiting professor at the Woodrow Wilson School at Princeton University . Since 2011, Vendrell has been Associate Professor at the School for Advanced International Studies (SAIS) at Johns Hopkins University on the Bologna campus . He also taught constitutional law at the University of Papua New Guinea and was director of The Hague Academy of International Law and Associate Professor at Yale University and Rutgers University .
