Franz Wilhelm Peren

Franz Wilhelm Peren (born April 10, 1959 in Oberbruch ) is a German economist and university professor. Peren specializes in quantitative methods in the field of economics and regulatory policy . He has been a professor of business administration since 1993 , initially at the Bielefeld University of Applied Sciences and since 1995 at the Bonn-Rhein-Sieg University of Applied Sciences . He is a co-developer of the Peren-Clement-Index , of ASTERIG and the author of the Peren-Theorem.

After graduating from high school in 1979 at the Cusanus-Gymnasium Erkelenz in Erkelenz, Peren was initially a contract soldier for two years in the FmAusbKp 811 of the FmBtl 810 in Wuppertal. He then studied business administration and mathematics at the Westphalian Wilhelms University (WWU) in Münster . In 1985 he passed his business degree at the University of Münster. From 1983 to 1985 he was a scholarship holder of the Friedrich-Ebert-Stiftung . In 1989 he received his doctorate as Dr. rer. pole. (Doctor of Political Science) at the WWU. From 1999 to 2005 postgraduate studies followed at the Faculty of Mining , Ecology , Process Control Engineering and Geotechnical Engineering of the Technical University Košice in Košice , Slovakia , which led to the Ph.D. was completed.

From 1985 to 1990, Peren was a research assistant at the research center for general and textile market economy at the Westphalian Wilhelms University in Münster , founded by Alfred Müller-Armack , under the scientific direction of Ernst Helmstädter . After completing his doctorate, he worked at Commerzbank AG in Düsseldorf from 1990 to 1991 . He then moved to the Federal Ministry of Economics in Bonn , where he was the responsible advisor for the German automotive industry from 1991 to 1993 , most recently as a senior councilor.

In 1993 Peren was appointed professor of business administration at the Bielefeld University of Applied Sciences. With the establishment of the Bonn-Rhein-Sieg University of Applied Sciences , he became the first professor to move to the Bonn-Rhein-Sieg University of Applied Sciences, which was newly founded in 1995, where he mainly focused on quantitative methods, in particular the planning of operative and strategic management, teaches.

As a visiting professor , Peren researched and taught at the University of Victoria in Victoria , British Columbia , Canada in 1999, at Universitas Udayana in Denpasar , Bali , Indonesia in 2003 and 2005 , and at Columbia University , New York City , New York in 2012, 2013 and 2014 , USA .

Since 2006 Peren has been Chairman of the Scientific Advisory Board of the Research Institute for Gambling and Betting in Sankt Augustin and Scientific Director of the International Center for Gambling and Gaming Research (ICGGR) in New York City , New York , USA .

Director of the Institute for Regulation and Governance

In 2017, Peren founded the interdisciplinary Institute for Regulation and Governance with legal scholars Martin Nolte and Dirk Uwer, based on the campus of the Bonn-Rhein-Sieg University of Applied Sciences in Sankt Augustin. The institute deals with German, European and international energy, telecommunications, regulatory, competition and public commercial law as well as European and constitutional law in the field of economic and business analysis and strategic planning of corporate decisions. The institute pays particular attention to the consideration of regulatory and regulatory policy, including corporate social responsibility and the sustainable development of control and regulation systems in the government and public sector as well as in the private sector ( governance ).

Publications

In 1998, together with the economist Reiner Clement, Peren developed the Peren-Clement-Index , a world-leading index for country risk analysis in business practice, and ASTERIG (Assessment Tool to Measure and Evaluate the Risk Potential of Gambling Products), a leading global assessment tool for measuring and assessing the risk potential of gambling products.

In 2012 Peren developed the Peren theorem at Columbia University :

"If the users within a closed system employ its natural resources in such measure that its natural regeneration is exceeded over the long term, then the natural environment of this system will be completely exhausted".

The Peren theorem mathematizes the logical causality between limited regenerative natural resources on the one hand and a steadily growing humanity on the other. It makes it unequivocally clear that consumption and economic globalization have to be fundamentally re-regulated if people want to preserve their earthly existence. As a derivative of Peren's theorem, Peren published the essay Unsustainable Future: The Mathematical Frame in Which We Live in July 2019 , which describes the sustainability of the earth mathematically in a closed system.

He is the author of numerous other publications, including a. Editor of the 1994 business book of the Frankfurter Allgemeine Zeitung "Crisis as Opportunity - Where is the German Automobile Industry Heading?" And co-author of the book "Das Elektroauto und seine Markt" published in 1997 by Campus Verlag .
